Job Description

Chemonics seeks a technical deputy chief of party to be based in Kabul, Afghanistan for the anticipated multiyear, USAID-funded National Health Technical Assistance Program, intended to improve health outcomes for rural Afghan populations. The technical deputy chief of party will provide leadership across the following technical areas: 1) improving quality of maternal/newborn health, immunizations, family planning, nutrition, tuberculosis, and other primary/secondary health services; 2) increasing the access to these services; and 3) improving health systems management. Please note that this position is subject to program award. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide program direction and management for technical areas listed above and for central and regional technical leads
  • Create and implement a strategic vision collaboratively within a time-sensitive implementation period in a complex setting
  • Identify challenges, obstacles, and difficulties affecting the operation and effectiveness of technical activities; develop strategies to solve these problems; and work with the chief of party and USAID as needed to install and implement these strategies
  • Liaise with USAID/Afghanistan, local government institutions, civil society organizations, and other partners to coordinate activities and monitor and report program objectives and achievements
  • Ensure that all program assistance is technically sound and appropriate while remaining compliant with USAID requirements, U.S. government regulations, and Chemonics policies and procedures
  • Serve as acting chief of party when necessary

Qualifications:

  • Master’s degree in public health, nutrition; maternal, newborn, and child health; or other relevant field required; medical degree preferred
  • Minimum of five years of demonstrated experience as a deputy chief of party or equivalent in managing and implementing high-volume USAID and other donor-funded health projects in complex settings
  • Experience working directly with government counterparts, international donors, and local organizations on health service delivery and systems strengthening
  • Strong interpersonal skills and proven ability to manage large teams in culturally diverse settings
  • Ability to use tact and diplomacy to establish and develop working relationships and a high level of trust with public/private organizations
  • Experience in monitoring and evaluation, data management, and project reporting including drafting technical reports
  • Ability to work independently, in a team environment, and with a broad range of local and international personnel and partners
  • Familiarity with Afghanistan and knowledge of the Afghan health sector
  • Demonstrated experience implementing health projects in conflict/post-conflict environments
  • Demonstrated experience remotely managing health projects in transition environments
  • Demonstrated knowledge in establishing systems and overseeing program startup and closeout in a constrained environment is highly preferred, but not required
  • Ability to use excellent computer skills (Microsoft Office) to implement, analyze, monitor, and manage program goals, inputs, outcomes, and achievements required
  • Demonstrated​ leadership, versatility, and integrity
  • Strong verbal and written communication skills in English
