Palladium is seeking a Technical Director for the USAID/MOMENTUM 2A opportunity, a potential upcoming global project focusing on providing targeted TA to USAID missions, partner countries, and local organizations to improve MNCH and FP/RH outcomes, as well as to contribute to global technical leadership and policy dialogue for achievement of MNCH/FP/RH goals. The Technical Director is expected to have the depth and breadth of technical expertise and experience, supervisory and program management experience, and interpersonal skills to allow her/him to serve as a thought leader and provide technical leadership and oversight for this complex global project. The position is full-time and based in Washington, DC, with at least 30% international travel required. The Technical Director will report to Project Director. This position is contingent upon award and funding. * Provide leadership for MNCH/FP/RH technical activities, including conceptualizing new activities related to emerging global trends and initiatives related to MNCH/FP/RH.
* Provide technical direction for MNCH/FP/RH for the design, implementation, and monitoring of workplans and budgets under the project.
* Together with the Project Director, serve as a senior manager to ensure smooth functioning of the project
* Provide strategic direction to ensure MNCH/FP/RH integration across project activities - quality improvement, health systems strengthening, HIV, TB, Malaria, etc. and other health domains where appropriate.
* Supervise either directly or indirectly MNCH/FP/RH staff to carry out activities in the portfolio; in so doing, ensure activities are fully accomplished, meet expected technical quality standards, and are delivered on schedule.
* Ensure adherence to USAID, project, and corporate policies and procedures governing all technical work.
* Contribute to the development of the Monitoring, Evaluation and Learning Plan.
* Liaise with USAID management team on all issues pertaining to MNCH/FP/RH portfolio, including meetings, workplans, technical updates, and respond to ad hoc technical requests from USAID and other donors and agencies.
- A Master’s Degree or higher in public health or international development, or a related advanced degree; clinical background preferred.
- At least 12 years of experience designing, implementing, and managing large, complex public health projects in/for developing countries, of which at least 8 years have been spent managing and delivering technical assistance.
- Extensive experience with MNCH/FP/RH programs and knowledge of global policy commitments to MNCH/FP/RH.
- Experience implementing a diverse set of programs that address gender and poverty-equity dimensions of MNCH/FP/RH, as well as experience with program implementation in one or more of the following areas, MNCH, FP/RH, adolescent health, and nutrition.
- Experience engaging in global fora on MNCH/FP/RH issues.
- Demonstrated ability to work with ministries of health and other government agencies.
- Strong managerial and organizational skills.
- At least 5 years of experience living or working in a developing country.
- Strong interpersonal, writing, and oral presentation skills in English.
- Fluency/proficiency in a second language relevant to a developing country context desirable.
- Must be able to travel internationally (economy class).
