Job Summary:

PADF seeks a Technical Director for Tertiary Prevention Services for a USAID Honduras project. This position will be based in Tegucigalpa, Honduras, with frequent travel to major Honduran urban centers.

The candidate will have overall responsibility for the design and delivery of tertiary violence prevention services for Honduran youth in conflict with the law. These will include but not be limited to:

  • Engaging with program partners, state and non-state service providers, donor-driven programs, high-level government representatives and other stakeholders to develop evidence-based initiatives aimed to improve the Honduran tertiary prevention services.
  • Promote changes in policy, institutions, practitioners, and service providers to reduce recidivism amongst youth in conflict with the law in Honduras.
  • Carrying out capacity assessments of public, private and non-profit providers of youth-oriented services; design and delivery of capacity building activities for service providers; design and validation of survey instruments to inform rehabilitation and reform efforts for juvenile offenders; design and validation of assessment tools and protocols to reduce recidivism of high-risk juveniles in Honduras.
  • Developing and tracking program impact and outcome indicators for program monitoring and evaluation system, while ensuring lessons learned are incorporated through structured monitoring and learning processes.

Education, Experience and Other Qualifications:

The candidate requires to have extensive, first-hand experience as a practitioner in the juvenile justice systems and rehabilitation in the United States or Latin America, qualifications include:

  • Minimum of eight years of experience working with juvenile justice systems or working on juvenile rehabilitation and reinsertion programming, research and/or policy; previous experience working in the United States and/or Latin America. Honduras experience desired, but not strictly required.
  • Experience designing/implementing evidence-based programming, and experience with methods for high-quality evidence building (rigorous impact evaluation, case study development, analytical framework development, sampling for data collection, etc), as well as in the implementation of data collection.
  • An undergraduate degree in political science, public policy, strategic management, security, and justice sector, criminology, trauma, sociology, education, early childhood/youth development, gender violence, conflict resolution, or a related field is required. Master’s degree or equivalent in any of the fields mentioned above is preferred.
  • Prior experience working with USAID programming desired, but not strictly required.
  • Demonstrated ability to fully and effectively communicate, both orally and in writing, in Spanish and English.
