Technical Expert to Develop Digital Feedback Loops Guide for Adaptive Management

The purpose of this Request for Proposals (RFP) is to solicit proposals for funding from prospective consultants to support FHI 360’s implementation of the Mobile Solutions Technical Assistance and Research Program (mSTAR), funded by the United States Agency for International Development (USAID), Award No. AID-OAA-A-12-00073.
USAID’s Development Informatics (DevInfo) team, in conjunction with mSTAR, has recently completed three years of research exploring the overlap between real-time data (RTD) use and adaptive management by USAID missions, producing several key reports – including the report Bridging Real-Time Data and Adaptive Management: 10 Lessons for Policy Makers and Practitioners. This research yielded crucial lessons and recommendations for USAID in preparing, designing, and using real-time systems for adaptive management, including:

  • Identifying needs and aligning incentives among and across policy and implementing actors, aligning with existing human capabilities;
  • Determining what type of data, gathered at what frequency, is appropriate for a specific issue and context;
  • Designing real-time data initiatives to be consistently agile to meet the needs of adaptive programming;
  • facilitate regular reflection on and interpretation of collected data, from different perspectives;
  • Determining how real-time data can be integrated into existing design processes and decision mechanisms;
  • Building networks of champions who undertake and promote data-enabled development decision-making

To transform the research toward practical application within USAID, in late 2017 the team held three workshops to both review the research and synthesize the barriers to the use of RTD for adaptive management. Over the course of 2018, the team will create, adapt, and test resources that aim to overcome the barriers to RTD4AM.
