The Partnership for Human Development (PHD) represents Australia’s long-term vision for enhancing human development in Timor Leste. It brings together the Australian Embassy’s (Timor Leste) diverse activities in health, education, water, sanitation, nutrition, gender equality, disability and social protection into a single program to maximise effectiveness, relevance and performance. This investment in Timor-Leste will work towards Strategic Objective 2 of Australia’s Timor-Leste Aid Investment Plan: enhancing human development. Improved human development will ensure that coming generations of Timorese people are better able to lead, contribute to and benefit from their nation’s economic and social development.
- Responsible for the overall leadership and implementation of the WASH program in Timor Leste
- Oversee quality assurance and coordinated delivery of WASH technical inputs
- Provide high level strategic advice and contribute to WASH policy dialogue
The Technical Lead – WASH is a pivotal position, responsible for the overall leadership, management and implementation of the WASH program to deliver on water, sanitation, and hygiene sector goals. Our long-term vision is to improve the health and well-being of the Timorese, through access to safe clean drinking water and improved sanitary facilities in urban and rural households. Long term sustainability lies at the core of our work with focus on strengthening sustainable water systems, that are free of contaminants and reduce pathways for disease transmission; working closely with functioning Water Management Groups (WMGs) to engage communities and influence behaviour change in selected sucos.
This leadership position will oversee technical and program delivery by PHD program staff and by implementing partners, support the Australian Embassy’s WASH policy dialogue with the Government of Timor-Leste, to support strategy development and management of sustainable rural water service delivery and improved household and institutional sanitation.
The ideal candidate will have:
- Substantial program management experience (at least 10 years) in rural water management, sanitation and hygiene applied in international development context
- Ability to lead and implement a complex WASH program with proven results in integrating with other cross sectoral program activities in collaboration with other sectors
- Exceptional interpersonal skills with ability to manage representation at a senior level with a diverse range of stakeholders
- Postgraduate Degree in Water Resources Management, Water Engineering, public health and/or environmental health.
