Description

Org. Setting and Reporting

This position is located in Goma, in Field Technology Section (FTS) of the United Nations Organization Stabilization Mission in Democratic Republic of Congo (MONUSCO). The Telecommunications Officer reports to the Chief Field Technology Section.

Responsibilities

Technical:

  • Manages the FTS Operations Management Unit of the Mission; ensures that operational work activities are carried out in a timely fashion.
  • Develops strategies and oversees the design and implementation of major telecommunications systems initiatives encompassing HQ and regional field offices.
  • Identifies the need for new systems (or modifications to existing systems) or responds to requests from customers; develops plans for feasibility assessment, designs, development and implementation; mitigate any cybersecurity concerns and prepares specifications of needed equipment.
  • Provides emergency communications capabilities in support of staff security, including providing a focal point for interagency emergency field security communications liaison; ensures effective coordination with other UN Agencies to maximizes possibilities of interagency collaboration in the field of telecommunications.
  • Manages the performance of the Telecommunication services including monitoring of Satellites and Terrestrial connectivity performance throughout DRC installations; and discussing with service provider any performance or availability issues for performance improvement or technical problem resolution.
  • Establishes performance standards for telecommunications equipment and services and recommends corrective measures to improve service quality and operational performance; and provides input to global OICT Telecommunication standards based on mission successful implementation of telecommunication solutions.

Project Management

  • Develops project plans, schedules, time and cost estimates; identifies risks and mitigation; prepares presentation and documentations; and ensures all stakeholders are consulted and informed.
  • Manages/oversees multiple, concurrent and often disparate telecommunication projects that span to regional field offices missions.
  • Coordinates the services required from other Sections to ensure resolution of issues towards the completion of projects on time.

Supervision:

  • Prepares inputs to FTS Work Plan for the work of the unit determining priorities, success criteria and allocates resources for the completion of outputs and their timely delivery.
  • Leads and directs a team of telecommunications officers/engineers; oversee activities for operations unit; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.

Telecommunication Asset Management

  • Manages telecommunications assets with respect to deployment, usage, and redeployment
  • Prepares maintenance plan; oversees the execution of maintenance plan and initiation of write-off process; and ensures telecommunication assets are properly recorded in UMOJA including its conditions

Budget and Procurement

  • Takes the lead in the preparation of the mission’s telecommunication budget; coordinates the generation of reports to the finance and budget unit.
  • Manages the acquisition of goods and services; coordinates needs assessments and the establishing of benchmarks, and the preparation of SOWs and RFPs in coordination with the Procurement office to establish and manage contracts.
  • Manages procurements, including preparing bid documents and arranging contracts; supervises, coordinates, and negotiates the services required to enable the management and operation of interdependent information technology and telecommunications systems.

Education

Advanced university degree (Master’s degree or equivalent) in telecommunications engineering, electronic engineering or related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Technical training certifications in Telecommunications, Cisco certifications as well as Prince 2, or ITIL are desirable.

Work Experience

A minimum of seven (07) years of progressively responsible professional experience in telecommunications, electronic data transmission, network design or related area is required.

Experience in managing, designing and delivering highly complex telecommunication systems and projects, and experience in integrating large-scale telecommunications systems or related areas is required.

Two years’ managerial experience is desirable.

Experience in budget, staffing and performance management and reporting is desirable.

At least 2 years’ experience providing services in the field of telecommunications, electronic data transmission, network design or related area to or in a field operation of the United Nations common system or comparable international organization is desirable.

Two years’ experience in the field of telecommunications, electronic data transmission, network design or related area in a conflict or post-conflict setting is desirable.

Languages

English and French are the working languages of the United Nations. For this position, fluency in English (both oral and written) is required
