Job Description

The overall objective of this action is to contribute to the transformation of the unresolved conflicts in the EaP region. The action will build on a regional, individual and multi-country approach, promoting EU best practices and ensuring compliance with human rights law, including on gender equality, and the new EU Strategy on Women, Peace and Security. Its specific objective is to establish an environment conducive to diffusing tension and fostering better understanding amongst the conflicting parties and stakeholders.

Key expert 1: Team leader/Project Manager (senior expert - full time – approximately 880 days)
Scope of work:

The Team Leader/Project Manager will manage and coordinate the implementation of the contract. S/he will be the main contact point to the Contracting Authority for operation (including identifying, mobilising and liaising with non-key experts) issues. S/he will liaise and report to the Contracting Authority on a regular basis on the activities and will facilitate a fruitful and open dialogue between the stakeholders involved (EU actors, partner country authorities, civil society, etc.). The key expert will support and supervise the preparation, implementation, and conclusion of assignments undertaken together with, or by, non-key experts, and the production of outputs related to specific assignments. Her/his work time will be spent between the “operational base” in Brussels and missions in the field.
Qualifications and skills

  • Master’s Degree or equivalent diploma in Public Administration, Political and/or Social Sciences, International Relations or other relevant discipline;
    · In absence of a Master’s Degree, relevant professional experience of at least 5 years to be added to the required general professional experience;
    · Excellent oral communication and drafting skills in English
    · Working knowledge of Russian (speaking and understanding) is required;
    · Excellent project management skills;
    · Experience in dealing with sensitive files and interacting with high-level interlocutors.
    General professional experience
  • Experience of at least 2 years in working with (or in cooperation with) EU institutions will be considered an asset, in particular on conflict transformation, confidence building and dialogue related processes in at least 2 projects.
    Specific professional experience
  • A minimum of 7 years post-graduate experience in the field of conflict transformation and conflict resolution or peacebuilding;
    · A minimum of 5 years of fieldwork experience in developing and/or fragile countries, including interacting with international and regional organisations and with civil society;
    · Work experience of at least 2 years in the field of confidence building, conflict transformation and dialogue gained in at least 2 projects

    Key expert 2: event management and contracting expert (senior expert - part-time approximately 440 days)
    Scope of work:

The event management and contracting expert (key expert 2) will be in charge of coordinating the administrative and financial aspects of the assignments as well as the logistics related to the organisation of events, meetings and workshops. S/he will organise and manage the “Reimbursable Service Contracts” assignments. S/he will act as deputy of key expert 1 and ensure the smooth organisation of the project activities while key expert 1 is on mission. It is foreseen that most of his/her work-time will be in the “operational base for the project” in Brussels with a limited number of deployments to the field, in particular in order to provide assistance for the organisation of complex events/meetings.
Qualifications and skills

  • University degree or equivalent professional/higher education in finance, accounting, management, economics, public administration, political sciences, law, international relations or other relevant discipline;
    · In absence of a university degree, relevant professional experience of at least 5 years to be added to the required general professional experience;
    · Excellent oral communication and drafting skills in English;
    · Excellent ability to coordinate multi-level tasks, to work under pressure and react at short notice; client oriented/problem solving attitude.
    General professional experience
  • Knowledge of the European Union project management procedures, preferably through management of and participation in EC-funded technical assistance projects;
    · A minimum of 3 years of experience in working with (or in cooperation with) EU institutions will be considered an asset, in particular on conflict transformation, confidence building and dialogue or related processes.
    Specific professional experience
  • A minimum of 3 years of experience in organising the logistics for high-profile and/or sensitive events and initiatives (conferences, seminars, workshops, etc.);
    · Experience in hostile, sensitive and difficult environments/contexts (including experience in dealing with security aspects related to the organisation of events) would be considered an asset.

A pool of non-key experts to cover the following range of expertise:

  1. Conflict transformation design and facilitation;
  2. Security issues (e.g. ceasefires, disarmament, demobilisation and reintegration, security sector reform);
  3. Justice issues (transitional justice, power-sharing);
  4. Gender and youth, education and social sector;
  5. Natural resources and wealth sharing;
  6. Civic dialogue and public outreach;
  7. Inclusive participation in peace processes, civil society involvement and furthering of the Women, Peace and Security Agenda as a distinct priority;
  8. National dialogues;
  9. Support to peace infrastructures.
