Terms of Reference for the Recruitment of International Consultant to Conduct Study on Community Radios in Sub-Saharan Africa with focus on “Fragile States”


The African Development Bank (AfDB) Group, a regional multilateral development bank whose shareholders include 53 African countries (regional member countries - RMCs) and 24 non-African countries, is Africa’s premier development finance institution. The AfDB mission is to contribute to the fight against poverty by improving living conditions for Africans, and mobilize resources for social and economic development of its regional member countries.

The Bank recognizes that improved communication is necessary to achieve its mandate. The Bank is, therefore, in the implementation phase of its communication strategy with the aim of increasing the visibility of its actions, providing more information to its clients and beneficiaries of its grants, and making more efficient input into discussions on development issues in Africa.

To this end, the Bank is defining new communication strategies to improve information dissemination and knowledge sharing. The Bank intends to develop its external communication and external relations so as to maximize its influence on the continent.

It is within this framework that the Bank seeks to recruit an International Consultant to conduct the study on community radios in sub-Saharan Africa with focus on “Fragile States”. The consultant must be result-oriented in order to enable the External Relations and Communication Unit meet the increasing demands of its external audiences.


Under the supervision of the Head of the External Relations and Communication Unit, the consultant will undertake the following duties:

  • Mapping of community radios in “Fragile States” (as defined by AfDB), taking into consideration its origins, its community ownership structures, its participatory production processes, its purpose

  • Identify strengths and weaknesses of each community radio studied

  • Define the community radios’ main audience and languages

  • List main themes developed in radio programmes

  • Assess community radios’ technical capacity

  • List the community radios’ main partners

  • Provide an in-depth analysis of the social, institutional and financial sustainability of community radios in the areas to be studied

  • Provide recommendation for capacity building and technical improvement of community radios in the areas to be studied

  • Establish connection with AMARC Africa


The assignment is expected to commence in February 2011, for a period of 6 months.


  • Master’s degree in communication for development, anthropology, social psychology, development studies or its equivalent

  • At least 10 years experience in community development or related field

  • Mastery of English or French, with expert knowledge of the other language

  • Knowledge of community communication methods

  • Mastery of Bank standard software, in particular, Excel, Word, PowerPoint
