Job Description

FORMAL JOB DESCRIPTION:

• Serves as the leader for the HDSU in OVP at The Carter Center. Provides guidance and support to the data analysts embedded in the health programs in the daily use of data systems using preferred good practices.
• Ensures confidentiality of all data is maintained including collection and secure storage. Provides guidance and mentoring and creates a community of practice for the health data analysts, data managers, students, or contractors housed in the HDSU.
• Provides guidance and leadership in creating, building, maintaining, and testing electronic data collection tools.
• Continuously reviews, analyzes, monitors and improves the data environment and is responsible for managing the budget and costs associated with it.
• Advises, mentors, and provides leadership and guidance on trainings for field staff to ensure data collection, storage, sharing, and normative standards are in place and maintained.
• Participates in creating standard operating procedures for efficient and secure data management and analysis with attention to all technical aspects.
• Guides data analysts/data manager, students.
• Engages contractors as needed to help prepare data sets with code books for analyses, and for manuscripts for publications in collaboration project managers in programs as needed.
• Prepares documentation and diagrams of the environment to ensure records of work are maintained.
• Responsible for supervision of the HDSU staff, including data analysts, who are embedded in the individual health programs. These data analysts receive project specific supervision from the project managers within the health programs.
• Periodically communicates with the program directors and/or project managers regarding performance of the data analysts embedded in the programs.
• Ensures compliance with all organizational policies and procedures.
• Guides and works as member of Data Governance Working Committee to create and roll out new data-related policies and procedures.
• Coordinates efficient procedures in support of department activities.
• Maintains professional growth and development of self and staff by identifying educational/training programs, professional organizations, activities, and resources to maintain knowledge of national trends and to promote leading edge expertise.

Performs related responsibilities as required.

MINIMUM QUALIFICATIONS:

• A bachelor’s degree in computer science or related field and five years of related data analytics/ management experience, OR an equivalent combination of education, training, and experience.
• A master’s degree in public health or other relevant field is preferred.

PREFERRED QUALIFICATIONS:

• Masters level degree in public health or other relevant field would be preferable and advantageous.
• Proven experience as a strong manager of data professionals, with ability to work across programs in a collegial and diplomatic manner, and a strong team player.
• Excellent understanding of data administration and management functions (collection, distribution, etc.) through SQL and Microsoft Azure.
• Familiarity with relational databases and information system technologies.
• An analytical mindset with problem-solving skills.
• Excellent communication and collaboration skills.
• Three or more years of experience with R, Python, STATA, Open data kit (ODK) and/or ArcGIS Pro.
• One or more years of experience with Git for repository management.
• Proficient with MS Office (Excel, Access, Word, etc.).

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines. The Carter Center reserves the right to change remote work status with notice to employee.
