Blumont is pleased to announce a Request for Proposals for the provision of Third Party Monitoring Services in Northwestern and Southern Syria. All interested contractors applying for this proposal are obliged to fulfill a certain number of minimal pre-qualification requirements incorporated into their proposal submission. Submissions that do not satisfy all these requirements listed below or that provide incorrect or inaccurate data, will be rejected.
This RFP in no way obligates Blumont to award any subcontract, nor does it commit Blumont to pay any costs incurred in preparing and submitting proposals.
Blumont International (BI) is one of the premier organizations implementing development services and programs across a broad spectrum of regions and technical activities. Blumont has been operating in Jordan for many years.
Blumont’s mission is to reduce the suffering of the world’s most vulnerable groups and to provide tools and resources needed to increase their self-sufficiency. We accomplish this mission by running targeted, cost-effective development programs that improve the lives of these vulnerable groups. We work in regions of the world that present social, political, and technical challenges, and particularly specialize in helping communities affected by conflict and war to recover and improve. We collaborate with a wide range of organizations to design and implement humanitarian relief and development aid programs.
The Strengthening Governance Structures in Syria Program, also known as Tatweer, is managed by Blumont and co-funded by DFID, UK, EU, and Canada. Tatweer supports Local and Provincial Councils in Syria by awarding small grants to address needs in their communities. The program is seeking capable Third-Party Monitors to assist Tatweer in reducing potential corruption associated with remote management of these grants. Up to two subcontracts will be awarded to undertake this work in northwestern and southern parts of Syria.

Proposals submitted after 17:00 GMT on 14 June 2018 will be rejected.
