About

The Market Development Facility, an Australian Government funded initiative, aims to:
* Create additional employment and income earning opportunities for poor women and men through broad-based and sustainable pro-poor growth;
* Make rural and urban sectors of the economy in which the poor are involved as producers and workers, more competitive and making them grow;
* Reduce constraints to growth and to increase the capacity for firms to innovate and deal with competitive, regulatory, social and environmental pressures, so that the benefits for the poor will sustain and expand in time.

The Timor-Leste Country Director will lead the MDF Timor-Leste country team. Reporting to the Chief Executive Officer, the Country Director will be responsible for the day-to-day management and technical oversight of operations in Timor-Leste.

Specifically, the Timor Leste Country Director will:

Technical:
* Manage a portfolio of agricultural, industrial and service sectors and interventions to generate pro-poor growth in a sustainable, effective, and efficient manner to meet the Facility’s development objectives in Timor-Leste
* Lead, manage and mentor the Timor-Leste CT to implement the market systems development approach and Donor Committee for Enterprise Development (DCED) guidelines for results measurement
* Teach CTs to undertake market systems analysis, identify constraints to pro-poor growth and identify opportunities to unlock growth
* Formulate sector growth strategies and ensure that all interventions and other CT activities have a clearly demonstrated link to these strategies
* Train CTs to engage with strategic partners in the private and public sector to trigger innovative business practices to reduce constraints to pro-poor growth
* Train CTs in negotiating high quality ‘deals’ with private sector partners
* Ensure that partnership selection and MDF Partnership Agreements are in line with the relevant Australian Commonwealth policies and procedures
* Ensure that the Timor-Leste CT understands and utilises the Facility’s results measurement system in line with the DCED guidelines for results measurement
* Foster a culture of continuous learning and honest inquiry to improve program implementation
* Develop strong networks and deep market intelligence
* Ensure the effective integration of cross-cutting themes such as gender, disability and environmentally and socially responsible business in the portfolio.

Operational:
* Day to day management of a team of approximately 12 local and international staff, including security, recruitment, procurement, financial management and budgeting, compliance with local laws,
* Ensure that all Palladium and/or the Department of Foreign Affairs and Trade (DFAT) policies and procedures are adhered to, including for security, recruitment, procurement, financial management and budgeting, compliance with local laws etc
* Ensure that operational activities are undertaken in a cost-effective manner, making best use of Facility resources.

Representation:
* Serve as a representative of the Market Development Facility in Timor-Leste and, as directed by the CLT, maintain relations with the Australian Government DFAT Post in Dili and relevant development partners and programs.

Essential:
* At least six years’ international work experience in private sector development/market systems development.
* Proven ability to recruit, coach, mentor and lead a team of high performing national staff
* Proven ability to lead and coach a team to undertake economic, market, political economy and other analysis, and use simple strategies to help staff translate the findings into high quality MSD interventions, especially in shallow or thin markets
* Strong managerial and communication skills with experience in leading, managing and mentoring teams in a similar context and
* Significant experience in program administration, especially contracting, HR and financial management
* Strong interpersonal skills with a demonstrated capacity to constructively engage with the private and public sector, development partners, other development programs, and other similar stakeholders
* Post graduate qualifications in development economics, business, agriculture or other relevant fields
* Strong communication, writing, numeracy, analysis and networking skills
* Willingness to travel throughout Timor-Leste and internationally on a semi-regular basis.

Desirable:
* Experience in analysing results, preferably in line with the DCED guidelines
* Fluency in Bahasa Indonesia or Tetun
* Experience working in similar positions in Pacific islands.
