The Programme

The Ethiopian Investment Advisory Facility (EIAF) is a technical assistance facility funded by the UK’s Department for International Development (DFID) provides consultancy services to government ministries and agencies who are involved in planning and implementing public investment activities. The technical assistance provided is flexible and based on demand from government; specific requests for technical assistance are considered on a rolling basis.

Coffey has been engaged by DFID to form a Technical Review and Monitoring Panel (TRAMP) which independently reviews the quality and appropriateness of the technical assistance provided by EIAF and the work of the implementing contractor. This is done through two review rounds per year, usually one towards the end of the first quarter and another in the last quarter. This role is for the sixth review round of EIAF (TRAMP6). This assignment involves a total of up to twenty fee days per review round till December 2021 including a 5-8 day trip to Addis Ababa, Ethiopia to interview various stakeholders, especially those in the Ethiopian government.

The Position

Trade logistics development in Ethiopia is one of the key areas supported by the EIAF. As the Trade Logistics Transformation specialist, you will support the Project Director with the overall delivery of the assignment. You will work in a small team of experienced programme evaluators and sector experts, focusing on trade logistics aspects of the review, in full compliance with DFID’s terms of reference. You will own the independent review of the progress of the EIAF regarding trade logistics reforms. You will conduct a desk-review of documentation, produce a short note outlining an approach to the review and to the in-country visit, conduct interviews with appropriate stakeholders in Ethiopia (including Government representatives, DFID and representatives from the EIAF implementing partner), and write up analysis, findings and recommendations to contribute to a review report.

The Person

This is a senior technical expert role. We are looking for a candidate who has the knowledge, tact and experience to talk to senior government officials and can present and defend analytical conclusions.

The ideal candidate should demonstrate experience in the following service areas:

  • Conducting diagnostic review of public enterprises and advising on performance improvement measures
  • Providing analysis and recommendations for addressing financial, regulatory, policy and infrastructural barriers to trade logistics development
  • Reviewing the existing trade logistics regime in a country and suggesting improvements based on good practice and data

We are looking for a minimum of ten years of experience in trade logistics development including those related to programmes in Ethiopia and in the African region. This must include expertise in trade logistics strategy, process improvement reforms and relevant multi-modal infrastructure. The role will involve identifying bottlenecks in trade logistics systems at a national level and developing practical solutions. Experience of working in / with the Ethiopian government is highly desirable.
