USAID/Sweden FARMA II - Description of Project

USAID and the Government of Sweden have awarded Cardno Emerging Markets USA a five-year US$16.2 million contract for implementation of the Fostering Agricultural Markets Activity II (FARMA II) project in Bosnia & Herzegovina (BiH). The purpose of the FARMA II Project is to create agricultural and agribusiness economic opportunities for BiH farmers and entrepreneurs. FARMA II will achieve this by assisting agricultural producer organizations to adopt European Union (EU) and international agricultural and food standards and new production techniques, produce new high value products and expand their access to foreign and domestic markets. The objective of FARMA II’s Component 2 is to strengthen the BiH public sector such that it fully implements regulations, norms, practices, and rules in the areas of agriculture & food, veterinary & plant health and safety, accreditation, standardization and quality certifications related to food and agricultural products which meet EU and international best practice requirements.

Background
Pesticide residues are remnants in or on food of plant or animal origin that occur as a result of the use of chemical agents in the protection of plants during growing, storage and processing, which include active substances, their metabolites and / or degradation products, or reaction products of active substances that are currently in use or have previously been used in plant protection products. Quantity of residues of pesticides depends on the amount of the application of plant protection products, the time period has passed since the last treatment and withdrawal of culture, the number of applications, the physico-chemical properties and means of agricultural crop in which the agent is administered.

Control of residues of pesticides in foods is aimed at determining the amount of pesticide residues and their metabolites in foods of plant origin, checking that they are in compliance with the rules setting maximum levels of residues (MRLs) of pesticides and adhering to the principles of good agricultural practice (GAP) to protect the health of consumers, as well as to check that the phytopharmaceuticals (FSS) are appropriately used, i.e. in accordance with authorization.

The Control of residues of pesticides program prepared by the Food Safety Agency of Bosnia and Herzegovina (hereinafter: FSA) in cooperation with the Administration of Bosnia and Herzegovina for Plant Health Protection and the Veterinary Office of Bosnia and Herzegovina is in accordance with the coordinated multiannual control program implemented in the countries of the European Union for 2016-2018 in accordance with Commission Regulation (EU) 2017/660 of 6 April 2017 on coordinated multi-annual Union control program for 2018, 2019 and 2020 to ensure compliance with maximum levels of pesticide residues and to assess the exposure of consumers residues of pesticides in and on food of plant and animal origin. The Control program is based on risk assessment and is focused specifically on the assessment of consumer exposure and compliance with applicable legislation that, in the above mentioned issue, is in line with relevant legislation at the EU level, and above all with Regulation No. 396/2005 of 23 February 2005 of the maximum permitted quantities of residues of pesticides in food / feed for plant and animal origin and amending Council Directive 91/414 / EEC, as well as all amendments thereto.

The legal basis for the implementation of the BiH Multi-annual Program for the Control of Residues of Pesticides in and on food of plant and animal origin is contained in the following legal acts:
  • Food Law (“Official Gazette of BiH”, No. 50/04),
  • Rulebook on maximum levels of pesticide residues in and on food and feed for animals of plant and animal origin (“Official Gazette of BiH” No. 89/12),
  • Rulebook on official controls carried out in order to verify compliance with the provisions of the regulations on food and feed and the regulations on animal health and welfare (“Official Gazette of BiH”, No. 05/13), and
  • Rulebook on sampling methods for conducting official control of residues of pesticides in and on products of plant origin (“Official Gazette of BiH” No. 78/12) according to which sampling will be carried out. This regulation is fully in line with Directive 2002/63 / EC.FARMA II, together with the BiH FSA, has identified, amongst other priorities, that further technical support is needed to assist the FSA staff, relevant staff of competent inspection bodies of entities, cantons and municipalities in upgrading their knowledge and capacities to facilitate effective implementation of the new BiH Multi-annual Program for the Control of Residues of Pesticides in and on the food of plant and animal origin (Multi-annual Program).
Purpose of Assignment
The consultant is expected to prepare, agree and deliver a draft training program agenda, develop all relevant training support materials and to deliver theoretical and practical training for the FSA and staff of competent inspection bodies. Activities to be undertaken during the mission are anticipated to include (but not limited to) the following:

Activities
  • Trainings will ensure that appropriate knowledge and capacities of the FSA staff, relevant staff of competent inspection bodies of entities, cantons and municipalities are strengthened and practical understanding and skills are developed to ensure effective monitoring and implementation of the BiH Multi-annual Program for the control of residues of pesticides in and on food of plant and animal origin, with a special emphasis on sampling and the writing of interim reports and annual report. It will also be important to organize training for the staff of the FSA which will be actively involved in the activities concerned focused upon food risk assessment, with special emphasis on the presence of pesticides.
  • Assistance will be provided for the personnel nominated by the relevant authorities (i.e. inspection services and relevant staff of the FSA) who will participate in the implementation of the Program for the control of residues of pesticides in and on food of plant and animal origin. Trainings, comprising both theoretical and practical aspects will be interactive and participatory. This will include the use of training methods that promote practical discussions and exercises. The trainings will focus on practical application of the rules that apply in BiH.
  • The purpose of this assignment is to support the FSA in building effective capacities and knowledge to ensure the effective implementation of the BiH Multi-annual Program in accordance with the provisions of the Rulebook on sampling methods for conducting official control of pesticide residues in and on products of plant origin (“Official Gazette of BiH” No. 78/12) and the Rulebook on maximum levels of residues of pesticides in food and feed for animals of plant and animal origin (“Official Gazette of BiH”, No. 89/12).
  • Review of the Control program and current control practices (through targeted interviews and desk review of all relevant materials),
  • Development of suitable user-friendly training materials for target participants,
  • Development of any necessary additional guidelines and procedures, including self-control procedure, etc.,
  • Design, agreement and delivery of agreed training program,
  • Preparation of aa concise final report detailing the progress made in the steps above and providing any specific recommendations for improvements of the system and/or additional training support needs, as required, based on the mission experiences with any relevant proposed measures and recommendations that is necessary to improve the work of the FSA and inspection bodies,
  • Prepare training and advisory materials based on the above materials for publication on the AgMENTOR platform targeting private businesses and advisers

Deliverables

  • Desk review completed;
  • Training program designed and agreed with relevant authorities;
  • Technical trainings relevant for the FSA and for competent inspection bodies delivered;
  • Full package of relevant training materials and power point presentations prepared;
  • Draft theoretical and practical parts of the Guidelines prepared;
  • Training on-line materials prepared and published on the AgMENTOR platform on related topics, as relevant for private companies and advisers;
  • Final report on the activities and outcomes, and recommendations.

Timing and Level of Effort
Total LOE is estimated at up to 10 days out of which 3 days are for desk review (home) while 7 days will be in BiH. Total days include travel and is expected to take place between April and June 2018. The consultant is expected to undertake one trip to BiH during this period. Some on-line support may also be required during the period.

Qualifications and skills
  • University degree in agronomy or food technology science, or other relevant discipline;
  • Excellent analytical, communication, presentation and facilitation skills;
  • Excellent written and oral in English language (preferably also in local BHS);
  • Excellent computer skills and proficiency in Microsoft Office applications;
  • Proven ability to work in a team and under pressure.
Professional experience
  • At least 10 years of relevant professional experience (and implementation of EU food legislation);
  • At least 10 years of relevant professional experience in food technology;
  • Experience in monitoring of pesticide use and controls.
