Background

The Government Accountability Initiative (GAI) is a four-year, USAID-funded activity, aimed at strengthening capacities and connections of key Serbian stakeholders to increase government accountability at the national and local levels. The project was awarded in February 2018, and is implemented by Checchi and Company Consulting, Inc.

Within Component 1 – Local Government Accountability, GAI supports efforts to increase public participation in local government decision making and oversight to enhance the transparency and accountability of local self-governments operations. GAI is providing technical assistance to LSGs interested in increasing public participation in local budget planning and spending, improving public service delivery, institutionalizing whistleblower protection programs, and increasing transparency through improved strategic communications and interactions with local community.

Based on signed Memoranda of Cooperation, GAI provides technical assistance to Sombor, Sabac, Vranje, Vrnjacka Banja, Sjenica, Raska and Dimitovgrad to improve openness and accessibility of data and enable transparent governance and efficient public participation in local decision making. GAI has developed a model website for LSGs, based on legal requirements as well as good governance principles, and recommended specific improvements of websites of these LSGs to ensure relevant information is made available to the public in a transparent and user-friendly manner. The use of social media has been promoted through development of a model content of a Facebook page.

As a next step, GAI intends to organize a training for public relations/communications persons and decision-makers of counterpart seven LSGs to improve their capacities to use social media in daily communication with the public, providing public with regular and consistent information about opportunities to provide input, and enabling two-way communication with residents. Given massive use of social media by younger populations, training should also include actions required to improve communication and engagement of the youth.

Purpose and Objective

GAI seeks to procure the services of a credible service provider with extensive experience in use of social media for public relations and communication, management of social media platforms, and preferably with experience in the public sector and/or local governments.

The purpose of the assignment is to build on previous work of GAI relating to increase of transparency of local self-governments and to improve capacities of LSGs for efficient use of social media that should enable more efficient engagement with citizens, better customer service, and wider sharing of information on the services and opportunities for citizen participation in local decision making.

Eligibility

Offerors must have:

  • Proven track record to prepare and deliver trainings on the use of social media, preferably for public sector and/or local governments;
  • Proven experience in managing social media platforms in Serbia, preferably for public sector and/or local governments;
  • Proven outstanding presentation and communication skills

Submission of Proposals

Proposals should be submitted electronically to GAI Project Office in Belgrade, Serbia, to the email address: GAI-Belgrade@checchiconsulting.com, no later than April 26, 2019, 5 p.m. (CET). Bidders should provide reference to the RFP number (in the subject line of the email). Any proposals that arrive after this time, will be considered at Checchi’s discretion.

Questions and Clarifications

All questions and requests for clarification regarding this RFP should be submitted electronically to GAI-Belgrade@checchiconsulting.com, no later than April 19, 2019.

All correspondence must provide reference to the RFP number (in the subject). Questions and clarifications that may be of interest to other bidders, will be circulated to all potential bidders/interested parties. For this purpose, all prospective bidders that may not have questions or requests for clarification regarding the RFP, but want to be informed about the clarification and answers that would be circulated to other bidders, should submit their email to GAI-Belgrade@checchiconsulting.com no later than April 19, 2019.

Content of the Proposal

Proposal must include:

  1. Technical Proposal Form: proposed technical approach, relevant previous experience of the organization in the field and professional/organizational capacities - key project team members, including trainers that will prepare and delivere training (Annex II).
  2. Financial Proposal Form: costs presented in Excel, developed by offeror: (Annex III).
  3. Proposal Submission Form (Annex IV).

ANNEX I Scope of Work Purpose and Objectives

The purpose of the assignment is to build on previous work of GAI relating to increase of transparency of local self-governments (LSGs) and to improve capacities of LSGs for efficient use of social media that should enable more efficient engagement with public, better customer service, and wider sharing of information on the services and opportunities for public participation in local decision making.

The contract will entail provision of the following services:

  • Review the existing social media profiles (Facebook, Twitter, YouTube, Instagram and other) in seven LSGs and identify main areas that require improvements; Identify leaders and best practices in use of social media for public engagement among LSGs and other public entities in Serbia
  • Based on the findings, develop appropriate curricula for a two-day training for the public relations persons, as well as for local decision-makers (heads of local administration, persons in charge of PR and communications, heads of local economic development offices). The training should include main principles on how local governments can utilize social media to communicate and engage with public, benefits and challenges of using social media, development of strategic social media presence, as well as content creation and use of various surveying tools to collect public feedback and input, and engage the public in making decisions about relevant local issues). Training curricula should also address ways of informing and engaging the young people about work of their local governments.
  • Upon approval of the curricula by the GAI, develop presentations and training materials. It is expected that the training will be interactive and practical, with extensive use of real-life examples, best practice examples and case studies.
  • Deliver a two-day training
  • Develop a Step-by-Step Guide for LSGs for strategic use of social media. The guide should be up to 20 pages long and include main strategic steps for LSGs for research, planning, using, monitoring, and evaluation of social media.
Tasks and Methodology

The selected offeror must describe how it will address requirements listed in this SoW; provide a detailed description of the activities, reporting and quality assurance mechanisms that will be put in place, while demonstrating that the proposed methodology will be appropriate to the local conditions and context of the work.

Deliverables

The following are main expected deliverables. The offerors may suggest additional or interim deliverables based on the proposed methodology.

  1. Curricula for the two-day training based on the review of existing practices in use of social media in GAI counterpart LSGs, and more broadly identified best practices in use of social media for public engagement among LSGs and other public entities in Serbia, in English and Serbian
  1. Training materials to be used at the training, branded in accordance with GAI instructions, in English and Serbian
  1. Delivery of the two-day training
  1. Step-by-step guide on strategic use of social media by LSGs, in English and Serbian.
  1. Brief Final Report (GAI template), in English
