Organizational Setting
The post is located in the WIPO Academy. The WIPO Academy plays a central role in WIPO’s activities and adopts an interdisciplinary approach to IP education focusing on its links with trade, innovation, health, applied sciences, information technology and creative industries. The WIPO Academy offers courses targeting a wide range of beneficiaries including inventors and creators, business managers and IP professionals, policy makers and government officials of IP institutions, diplomats, students and teachers of IP and the civil society, as well as WIPO employees. WIPO’s learning culture prioritizes the learning and acquisition of skills and knowledge by all, through continuous professional development, and knowledge sharing via diverse learning modalities (including distance learning), innovative pedagogical techniques and use of technology.
Purpose Statement
The implementation and delivery of training programs to WIPO employees have recently been transferred to the WIPO Academy. The WIPO Academy and HRMD will collaborate to develop a training framework for WIPO, aligned with WIPO’s Medium Term Strategic Plan, HR Strategy, Program of Work and Budget, strategic workforce planning and the Organization’s competencies and values.
The Training Program Officer supports the Head of Internal Training Program to effectively develop, coordinate and implement the portfolio of training offered by WIPO’s Internal Training Program, structured around the three pillars of mandatory training and onboarding, technical and substantive knowledge and building soft skills.
Reporting Lines
The Training Program Officer reports to the Head, Internal Training Program.
Work Relations
The incumbent liaises extensively with different stakeholders across the organization as well as externally with contractors and service delivery providers. She/he works in close collaboration with colleagues in the Talent Partners Unit.
2. Duties and Responsibilities
The incumbent will perform the following principal duties:
a. Support the Head of the Internal Training Program in conducting Training Needs Assessments (TNAs) identified as necessary by HRMD in the context of workforce planning; and assist with the analysis of the needs and design of training programs to address gaps and business requirements.
b. Coordinate the planning, delivery, administration and evaluation of knowledge and skills-based training courses offered to WIPO employees, answering to business and individual needs. Work closely with HRMD colleagues specifically in the Talent Management Service, WIPO Academy teams and with external training providers, partners and consultants to design and develop training methodology and content.
c. Establish strong relationships and partnerships with multiple stakeholders across WIPO, and with external training providers and experts, to maintain a pool of training practitioners to establish, update and implement training activities.
d. Support cooperation with the IT function within the WIPO Academy as well as the Enterprise Solution Division and Data and Technology Unit, to administer the interface between HR IT systems and the Academy’s Learning Management System (LMS). Support the deployment of IT tools that are developed for evaluation, reporting and record keeping.
e. Follow best practices for excellence in training evaluation, reporting and assessment, ensuring feedback is effectively incorporated into training design to improve the impact of training vis-à-vis business objectives. Use business systems data to trigger training, reskilling and upskilling within daily activities.
f. Under the guidance of the Head, develop training analytics to identify and address skills needs that arise in the business and support training results; develop proposals on how to address training issues with analytics and support data-driven decisions. Extract and analyze data, prepare and communicate findings and insights to the team and other stakeholders. Identify needs in relation to data collection.
g. Support the drafting and preparation of reports and presentations including training data to effectively communicate and build, together with HR, the business case for investment in training to Senior Management and WIPO Member States. Develop impactful learning campaigns in collaboration with HRMD and WIPO Academy teams to inspire and engage employees and leaders to put learning at the heart of the employee journey.
h. Support the Internal Training Program activity to ensure training solutions are adjusted to the business needs in close collaboration with Talent Management Services. Propose action plans and/or concept documents for new initiatives / activities / training courses, and facilitate integration of good practices across WIPO.
i. Perform other duties as required.
3. Requirements
Education (Essential)
First-level university degree in Economics, Social Sciences, Sciences, Organizational Development, Human Resource Management, Public or Business Administration, International Relations, IP, or related field.
Education (Desirable)
Advanced university degree in Economics, Social Sciences, Sciences, Organizational Development, Human Resource Management, Public or Business Administration, International Relations, IP, or related field.
Certification in Analytics.
Experience (Essential)
At least six years of professional experience in the design and implementation of training projects including in planning, delivery, and evaluation of technical assistance/cooperation, capacity building or development programs.
Experience in working in data analytics applied to an area involving qualitative and quantitative analysis.
Experience in administering needs assessments, gauging skills shortages, and addressing these through tailored training programs and monitoring performance post-intervention.
Proven experience in digital transformation in the learning and development space; and, managing data pipelines and promoting data and analytics to inform-drive learning strategies.
Proven experience working with trainees and trainers.
Experience (Desirable)
Experience of e-learning tools would be advantageous.
Language (Essential)
Excellent knowledge of English.

Knowledge of other UN official languages.
