Overview:

Infectious Disease Detection and Surveillance (IDDS) is a five-year United States Agency for International Development (USAID)-funded project with the following overall objectives: (1) Improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases including Tuberculosis (TB) through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2)Improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases, and; (3) Generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems.

Job Description

ICF is looking for a TB Strategic Lead to oversee the USAID IDDS project’s $25 million TB portfolio. This position will lead a global team dedicated to strengthening TB diagnostic networks in USAID priority TB countries. The position will be based in Rockville, MD. and reports to the Deputy Project Director. This role will supervise select project staff including supporting staff project orientation, career development and staff performance. This position operates under the management and oversight of the IDDS project senior leadership team, led by the IDDS Project Director.

Technical Responsibilities:

The TB Strategic Lead provides overall strategic direction for the design, implementation, and monitoring of the project’s TB activities including the development of project strategies, program tools and the strengthening of in-country diagnostic systems. This will specifically include:

  • Elaborating and implementing an IDDS TB strategy to ensure common strategic thinking around the project’s TB interventions.
  • Leading a team of TB professionals based globally to deliver on the project’s TB objectives
  • Identifying and making linkages between country activities
  • Ensuring that there is a standard approach guided by technical expertise and coordinated with other USAID partners, external consultants, and other key stakeholders in implementing project activities
  • Managing a repository of best practices and new evidence to be shared within the project, host countries, and external stakeholders
  • Guiding the development of country-specific workplans and budgets for diagnostic network activities aligned with the USAID TB Strategy, United Nations High-Level Meeting Targets and Stop TB Goals
  • Supporting capacity strengthening activities at the country, regional, or global level through utilization of accepted methods and coordination with other stakeholders.
  • Ensuring the project’s TB technical approaches and strategies align with global, USAID, and project-level results frameworks
  • Providing thought leadership to the TB team and ensuring the project is applying best practices from global guidance/practice and other USAID projects within IDDS countries
  • Contributing as part of the broader IDDS team to the project’s cross program area infectious disease leadership.

Required:

  • Master’s degree or higher in public health, international development, laboratory science, or related field
  • 10+ years of experience managing programs with at least 5 years cumulative experience working to support TB or other infectious disease programs in low-resource settings.
  • Demonstrated experience in program management of at least US $10 million of multi-country activities annually
  • Proven track record of working collaboratively with global TB partners to drive program impact
  • A demonstrated ability to think strategically and create effective working relations with USAID other US Government Agencies, international organizations and host country governments and national TB programs.
  • Strong written and oral English communication
  • Ability to travel internationally 25% time

Preferred:

  • PhD, MD or DrPH in infectious disease epidemiology, clinical diagnostics, public health, or related field
