Job Title: Subject Matter Specialist
Department/Location: Tunis, Tunisia
Reports To: Chief of Party or Designee
Classification: Consultant

Overview:
The Monitoring and Evaluation in Tunisia and Libya (METAL) activity is seeking a local Tunisian private sector development and job creation specialist to assist with a scoping study on the feasibility of conducting an impact evaluation for a workforce development project in Tunisia. If the consultant determines that an impact evaluation is feasible, this position will also be responsible for designing the evaluation. This is a short-term consultant position and is open to Tunisian nationals.

Scope of Work:

  • Conduct a desk review of relevant project materials and background;
  • Meet with the implementing partner, the client and any other relevant stakeholders;
  • Based on your research and subject matter expertise, provide advice to the Impact Evaluation Specialist regarding the feasibility and design of an impact evaluation.


Required Knowledge, Skills and Abilities:

  • Knowledge and experience conducting evaluations, preferably of economic growth programming;
  • Background in economic growth and/or workforce development programming, particularly in Tunisia;
  • Knowledge of USAID policies and regulations on evaluations preferred.


Minimum Requirements:

  • Experience conducting evaluations, preferably including impact evaluations;
  • Knowledge of/experience with workforce development and business competitiveness programming;
  • Excellent communication skills


Education: Bachelor’s degree in economics or another relevant field required; Advanced degree preferred.

Supervisory Responsibility: This position does not have supervisory responsibility.

Travel: No travel required.
