Palladium seeking candidates with experience in several technical areas for the anticipated USAID/Central Asia’s Enterprises, Employment, and Enabling Environments (E4) Indefinite Delivery Indefinite Quantity (IDIQ) Mechanism. Activities performed under this IDIQ will cover the Republic of Kazakhstan, Republic of Uzbekistan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan, and the Republic of Uzbekistan. This activity will work to increase employment and incomes through improved private sector competitiveness. Component 1, Enterprises - Fostering Competitive Industries, will work to strengthen the firm-level competitiveness of target industries, with a focus on sectors with the potential for achieving the greatest economic impact and utilizing a demand-driven approach. Component 2, Employment - Developing a Capable Workforce and Entrepreneurship, will work at the firm level to understand constraints to growth and job creation and help individuals develop skills in demand by the private sector, via new employment or creating new firms in high growth sectors. Component 3, Enabling Environments - Creating Conditions for Jobs and Investment, will address constraints to broad-based growth that are most impacting business growth and job creation, providing solutions that are politically feasible and in line with partner government’s priorities.

Palladium seeks long-term candidates with the following technical and operational capabilities:
* Small and Medium Enterprise Development
* Export Promotion
* Private Sector Development
* Trade Facilitation
* Trade Policy
* Business Enabling Environment
* Regional Program Management
* Grants Management
* Monitoring and Evaluation
* Communications
* Finance and Administration
* Advanced degree in business, law, economics, finance or other closely related field.
* At least eight years’ experience in private sector development, business enabling environment, trade policy, emerging markets, monitoring and evaluation, or other expertise area listed above.
* Experience working directly to target vulnerable groups into market opportunities.
* Excellent interpersonal and leadership skills.
* Proven experience developing and finalizing high quality deliverables.
* Excellent verbal and written communication skills.
* Working proficiency in English required, Fluency in Russian, Kazakh, Kyrgyz, or Tajik preferred.
* At least five years’ experience in private sector development in Central Asia preferred.
* At least three years’ experience on donor-funded projects for economic growth preferred.
