By connecting our small-scale farmers to market opportunities, we believe that access to infusions of capital enable them to develop and achieve self-reliance more rapidly. Our goal is to seek social impact first and foremost, with financial returns being a secondary priority. A few years ago, we formed our Impact Ventures department at Heifer to focus on connecting farmers and cooperatives to access to capital. This team is focused on our “inside-out” strategy that leads to investments in only our pre-existing portfolio of programs. We believe that this innovative approach will be an integral part of our toolkit to create strong social impact in our work. By leading and expanding this function, this position will have the opportunity to create tremendous social impact and change.
There are currently four staff members on the existing team, located in Little Rock, AR, Washingon D.C. and Nairobi, Kenya.
Leads the creation and deployment of new programmatic interventions primarily focused on social outcomes. Refines overall strategy, including creating financially sustainable programs, impact measurement design, fundraising, reporting/communications, and deployment of resources. Communicates the strategy for program development and represents the institution externally in promoting the organization and its mission. Develops and manage the institution’s organizational capacity by identifying, recruiting and training staff to execute on the Impact Ventures strategy. Creates new financial intervention tools for Heifer Impact Ventures, Impact Investing, in-country loan programs, and other financial services.
The person in this position will report directly to the Executive Vice President and Chief Financial Officer (CFO).
The composition of the Vice President Investment Programs’ workload will be fluid and subject to change according to opportunities and projects available.

RESPONSIBILITIES AND DELIVERABLES
Implement Impact investment:
Lead the organization in the creation and implementation of an Impact Investment Strategy supporting Heifer’s mission.
- Expand and manage a diversified portfolio of Heifer Impact Ventures.
- Advise and support Heifer’s Value Chain development programs to create opportunities for impact investment.
- Manage the investment process from scoping to closure, including deal development, structuring, negotiation, and execution of investment documentation while maintaining compliance with U.S. non-profit law.
- Build capacities for appropriate country office staff to better understand impact investing and how to deploy capital.
- Develop methodology to identify and monitor social impact.
- Oversee the development and implementation of new policies that will guide impact investing activities, including addressing compliance, risk, and environmental impact, and others as needed.
- Refine and update the monthly reporting, including a pipeline stage report, status of outstanding loans/guarantees/investments (activated by Impact Ventures or by others,) and Key Program Indicator dashboards.
- Develop and implement streamlined systems for tracking investee compliance and streamlining reporting and monitoring.
- Advise and support the organization’s possible new innovation programs in agriculture (water and irrigation and improved varieties etc.) and information systems technology (mobile money, marketing and extension TA. etc.) Give consultative advice to the C-suite and leadership team regarding the assessment and implementation of new program approaches supporting the organization’s impact investment development goals.
- Identify/build an assessment tool to assess ability of cooperatives to manage capital.
- Support and advise Heifer’s Operational teams in Administrative Services, Information and Communication Technology around impact investing activities.
Raise Investment Funding: Lead the identification, cultivation, and development of new funding partnerships, alliances, and opportunities, including identifying and cultivating and helping close co-investors and grantmakers.
- Advise and support new business development activities with outside funding sources intended to leverage the organizations existing relationships and financial and technical assets to obtain new project funding, including investment and grant capital.
- Coordinate across departments to identify and pursue capital development activities.
- Coordinate with Marketing and Resource Development to raise funds for impact investment and other programs. Assist in developing new relationships, and in managing existing ones, with potential donors and investors.
- Liaise with field offices to identify new funding opportunities, provide technical assistance in investment structuring, and deliver advice, training, and tools to support overall resource mobilization and grant/investment management.
Represent Heifer in Impact Investing Ecosystem
- Represent the organization in all matters related to its social investment programs.
- Create and support strategic organizational relationships driving the organization’s growth objectives in programs, investments, and measurable impact.
- Serve as the key liaison with investors regarding ESG and impact issues, including phone calls, occasional in-person meetings, and webinars.
- Liaise with Communications Team to finalize and implement investing communications plan
- Forge long-term partnerships with sector associations

- Bachelor’s degree in related field plus 15 years of direct job-related experience. Proven track record of developing, managing and raising funds for impact investment programs.
- Master’s degree in a related field.
- Ten (10) years of experience in international agriculture development and agriculture finance.
- At least 10 years of experience in a leadership and management capacity with a proven track record in leading a team and influencing individuals of diverse backgrounds and working styles.
- Recent senior level experience in a not-for-profit setting.
- Successfully developing fundraising programs, including individual donors, private foundations, and the government sector.
- Strong working knowledge of impact investment sector key constituents. Experience creating new program design.
