The International Republican Institute (IRI) is a nonprofit, nonpartisan, organization dedicated to advancing freedom and democracy worldwide. Since 1983, IRI has worked to develop democratic institutions and ideals, carrying out a variety of international programs to promote freedom, self-government and the rule of law worldwide. IRI provides technical assistance in the areas of political party strengthening, developing civic institutions and open elections, promoting democratic governance and advancing the rule of law.
The Strong and Inclusive Maldivian Democracy program seeks to strengthen the capacity and resilience of Maldivian democratic institutions by creating a stronger nexus between government and civil society through the promotion of government transparency and civic engagement in policy reform. The program has been designed to engage and inform public officials and civil society leaders at both national and local levels of government, including a specific focus on support for the decentralization process and the strengthening of institutions relevant to the justice sector. For this activity, CEPPS/IRI will partner with a local media production company to produce a series of videos highlighting local government best practices around decentralization.

Interested bidders must present the technical bids outlining the following information: IRI seeks the services of a creative video production company or individual to partner with our IRI Maldives team to produce informative and engaging civic education video content.
The company/individual must be capable of developing scripts and carrying them through production to final delivery. The company/individual must also have the necessary expertise to produce industry-leading work that may include, but is not limited to the following services: The contractor will be required to produce five 5-minute videos. Each video should document a success story of one island council or WDC, based on one of the following thematic areas: Fiscal Management, Public Participation and Engagement, WDC Participation in Governance, Sustainable Development and Coordinating Effectively with the Central Government. The videos should be produced in Dhivehi, with English subtitles.
The contractor is responsible for the following deliverables:
- A detailed work plan including production timeline, responsibilities and travel plans.
- Five scripts/storyboards (one for each of the videos) - This should include a vision of what each video would look like, with specific key scenes described in detail. Additionally, any details of dialogue/voiceovers, info graphs, text and music/sound effects.
- Production and shooting raw footage
- Editing and reviewing the footage with IRI’s feedback and involvement
- Five final videos with subtitles included in English - Videos must be of excellent quality, with different formatting done correctly for the use in different social media platforms such as Facebook, Instagram and Twitter, and broadcasting.
- Selected raw footage used to produce the videos
If the Bidder is a U.S. organization/resident or a foreign organization/resident which has income effectively connected with the conduct of activities in the U.S. or has an office or a place of business or a fiscal paying agent in the U.S., the technical bids must contain Bidder’s Taxpayer Identification Number.
Price information should be presented as a firm-fixed Unit Price for each of the deliverables identified below and in the format of the table below. Pricing must be valid for at least 60 (sixty) calendar days after the due date for proposal submission. The proposed Unit Price should be fixed and inclusive of all costs to perform, including inspection services, transportation, taxes, import duties (if any), and other levies. If there are any additional fees not reflected in the table below, such pricing must be fully described in the bid. Bids must be submitted in USD; payments under any resulting contract will be made in this currency.
