Duties
General
Under the overall guidance and the direct supervision of the Head of VAM, the JPO will have the following responsibilities:
- Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.
- Support the development of food security and vulnerability analysis and the preparation of timely reports in line with VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes with enhanced focus on social protection programmes in the country.
- Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.
- Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
- Under the Social Protection portfolio work closely with the focal person to design and develop vulnerability analysis which will inform and strengthen ongoing programming.
- Support with the design, analysis and report dissemination related to effectiveness of Safety net interventions, with the ongoing Urban Safety Net programme in Banadir.
- Contribute to refining the targeting criteria for the country office’s general food assistance and resilience programmes.
- Participating regularly in meetings and capacity strengthening of government counterparts especially with the opportunity to scaling up interventions.
- Support with technical trainings specifically on vulnerability assessment and analysis of partners and government; Contribute to mid-term and thematic reviews, intended for internal learning, strategic and operational decision-making.
- Strengthen the linkage of VAM data and analysis among other units in the country office and support digitisation of VAM data and the visualisation of such data. Contribute to develop emergency preparedness, early warning and early action products and enhance collaboration with stakeholders including the relevant government institutions and partners.
- Other responsibilities as assigned by the supervisor.
III Training component: Learning elements and expectations
Upon completion of the assignment the JPO will have:
- Developed and managed vulnerability analysis exercises including emergency assessments at country level.
- Used knowledge of country and cultural context in assessing food availability, access and utilization, and exposure to risks.
- Led surveys, multiple assessments in countries, including the design, data collection and analysis.
- Good general understanding of WFP’s overall operations and activities in the region of assignment.
The JPO training programme includes the following learning elements:
- If the JPO has not already completed a training in food security and vulnerability assessment, then the Head of VAM will assist the JPO in identifying appropriate trainings (both on-line and at least one face-to-face) on this topic.
- Training in programme planning and design will also be sought, depending on work commitments and availability.
- The JPO position includes a duty travel and training allowance (DTTA) of $ 4.000 per year which may be used for learning activities related to the assignment and career development.
IV Supervision
Title of supervisor: Head of Vulnerability, Analysis and Mapping Unit (VAM Officer)
The JPO will work under the overall guidance of the Head of Programme. The JPO will be directly supervised by the Head of VAM facilitating linkages between the JPO and key positions in the COs, as well as to other relevant initiatives / insight relevant to the success of this role.
V Required Qualifications and Experience
Education:
Advanced university degree (Master degree or equivalent) in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field.
A first-level university degree (Bachelor’s degree or equivalent) in combination with qualifying experience (at least 3 years of relevant working experience) may be accepted in lieu of an advanced university degree.
Part of the candidates’ academic training must have taken place in a developing country that appears on the following list of eligible countries of the Dutch JPO Programme.
Essential Qualifications:
- Minimum of two years to max. of four years of relevant professional work experience in the use of several statistical tools and methods (quantitative and qualitative) for food security analysis.
- All paid work experience since obtaining Bachelor’s degree will be considered if relevant for the post.
- Working experience with the UN system should not exceed 50% of the relevant working experience including UNV, ( paid) UN internship and UN consultancy.
- Internships, if relevant to the position will be counted as relevant experience
- Advanced knowledge in MS office (Word, Excel, PowerPoint, Outlook).
- Familiarity with other statistical analysis software packages (SPSS, STATA, R,) is desirable.
Desirable Requirements:
- To perform the wide range of tasks and excel in this position, the ideal candidate would also possess:
- Exposure to the international arena either by direct work for an international institution/organization or, if working for a national entity, by way of interacting with international stakeholders.
- WFP’s international professionals are required to serve in different locations around the world during the course of their career (including in hardship duty stations); willingness to be mobile would maximise opportunities for long-term retention into the Organization.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese.
Languages:
- Fluency (level C) in English.
