MSI implements USAID’s E3 Analytics and Evaluation Project, which supports the design and implementation of rigorous evaluations for USAID’s Bureau for Economic Growth, Education, and Environment (E3). Under this Project, MSI is collaborating with a team from USAID’s Management Support and Technical Assistance Services (MSTAS) activity to conduct an ex-post evaluation that will examine the sustainability of the USAID/Ghana Water Access, Sanitation and Hygiene for Urban Poor (WASH-UP) activity, which sought to increase equitable access to improved water supply and basic sanitation for poor urban communities in Ghana. The ex-post evaluation will focus on the sustainability of interventions that WASH-UP implemented from 2009-2015 in communities in the Accra Municipal Assembly (AMA) and the Sekondi-Takoradi Municipal Assembly (STMA) of Ghana.
MSI is seeking a Behavior Change Communication (BCC) and Evaluation Specialist to support the Evaluation Team Leader in conducting data collection, analysis, and reporting for evaluating WASH-UP’s hygiene BCC activities. The Behavior Change Communication (BCC) and Evaluation Specialist will carry out in-country data collection and analysis activities with the evaluation team over four weeks, from approximately August 13 – September 7, 2018, and then be available to support data analysis and reporting activities through September.
The WASH BCC and Evaluation Specialist is expected to be responsible for the following:
- Support the Team Leader to implement data collection, analysis, and reporting of all evaluation activities related to the sustainability of WASH-UP’s hygiene BCC activities, based on the approved evaluation design proposal.
- Lead sub-team members, including participating USAID staff, in carrying out required data collection and analysis tasks for evaluating the sustainability of WASH-UP’s hygiene BCC activities.
- Provide inputs to inform the required evaluation design proposal, including: data collection instruments, sampling plans, and other relevant sections.
- Participate in the identification and selection of key informants for individual and group interviews in Ghana as well as former personnel from USAID or the implementer to interview remotely as needed.
- Ensure that evaluation processes and products meet the requirements and quality standards of MSI and USAID.
- Participate in field work in six communities in southern Ghana for 4 weeks during mid-August to early September. This may include conducting individual and group interviews, analyzing WASH-UP implementation data, and other approaches to collect and analyze data, including ensuring necessary mechanisms for data quality assurance.
- Participate in the in-briefing for USAID/Ghana staff in Accra.
- Carry out data analysis during and following the in-country research based on the approved evaluation design and methodology, in close coordination with the Team Leader.
- Participate in an internal findings/conclusions/recommendations workshop with the MSI team prior to drafting the evaluation report.
- Serve as lead author for drafting and finalizing the BCC-related sections of the draft and final evaluation reports including responding to comments from the team leader, MSI team, and USAID.
- Participate in presentations to USAID regarding findings, conclusions, and recommendations from the evaluation.
The BCC and Evaluation Specialist must have extensive experience conducting evaluations, assessments, and field research of international donor-funded BCC interventions for water supply and sanitation interventions. Qualified candidates must have significant experience leading and participating in evaluation teams in field-based qualitative data collection and analysis and designing and implementing mixed-methods evaluations for USAID or similar international donor agencies, ideally in Ghana. It is preferred that the Specialist also have expertise in assessing the sustainability of development programs to improve water supply systems, sanitation facilities, and hygiene behavior change, as well as enhance the capacity of public and private actors in the water and sanitation sectors.
The following qualifications are required or preferred for this position:
- At least a Master’s Degree in a relevant field of study.
- Minimum 6 years of relevant experience, including at least 4 years’ experience conducting evaluations of donor-funded WASH/hygiene BCC interventions in Africa.
- Demonstrated expertise with qualitative research methods for data collection and analysis and extensive experience conducting key informant interviews and structured observations.
- Demonstrated experience leading and managing evaluation teams, including directly overseeing field data collection teams.
- Outstanding data analysis and report writing skills including significant experience writing evaluation reports for USAID or similar donors.
- Sound knowledge of USAID program cycle and extensive familiarity with USAID evaluation policy and relevant Agency guidance.
- Experience synthesizing and analyzing quantitative and qualitative data to draft evaluation coherent findings, conclusions, and recommendations.
- Native or near-native fluency in English including speaking, writing, and reading.
- Prior experience working in Ghana.
- Proficiency in one or more local languages (Twi- or Fante-Akan).
