Job Description

Deloitte Government and Public Sector (GPS) consulting is looking to hire an experienced consultant with expertise in the Water, Sanitation, and Health (WASH) sector to work in our international development practice area.

Work you’ll do

  • Consult public sector clients on WASH matters in such areas as strategy, policy, institutional development, utility operations and performance improvement, financing, and other topics applicable to international countries, including developing countries
  • Support project management and business development activities for water supply, utility, and sanitation projects
  • Organize and deliver services on a cross-section of complex projects
  • Actively participate in the development of business and vendor relationships
  • Participate and lead aspects of the proposal development process
  • Manage day-to-day interactions with clients and internal Deloitte team
  • Display both breadth and depth of knowledge regarding functional and technical issues
  • Display leadership and business judgment in anticipating client/project needs and developing alternative solutions
  • Provide counseling/coaching, oversight, and support for delivery teams and staff
  • Focus on managed revenue targets as well as achieving quarterly or yearly sales objectives for new business
  • Lead business development initiatives to grow the Supply Chain team in water and sanitation
  • Manage resources and budget on client projects


  • Ten years of experience working in, and a deep understanding of, the urban WASH sector, particularly focused on utility strengthening, policy, governance, PPP/Blended Finance, institutional capacity building, and work with public sector, water and sanitation utilities/services, and community leaders at local and national levels
  • Managerial experience in an international development organization, government, or the private sector implementing public sector projects with similar complexity
  • Advanced university degree in a discipline relevant to one of the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, WASH related Economics, or another field relevant to urban WASH related development assistance
  • Experience working with water and sanitation utilities/service providers to increase operational performance with an emphasis on affordability and customer care
  • Demonstrated understanding of the business and investment challenges and opportunities that emerging markets present, and a passion for using market-based approaches to solve complex development problems
  • Experience with delivering quality work, leading and developing proposals, working with clients, project management, and business development
  • Experience mentoring and coaching others
  • Proven leadership skills demonstrating strong judgment, problem-solving, and decision-making abilities
  • Experience managing senior-level client relationships
  • Experience presenting to clients or other decision makers to present and sell ideas to various audiences (technical and non-technical)
  • Ability to work independently, manage small engagements or parts of large engagements
  • Willingness to relocate to the DC area and travel as needed


  • An established network of WASH specialist contacts, both individuals and potential partner organizations, to draw from and collaborate with
  • Experience working with civilian government agencies
  • Prior professional services or public sector consulting experience
