Water Utility Management Specialists

Job Description

SEGURA Consulting is seeking a number of Utility Management Specialists to provide short-term consultancies to the USAID Integrated Water Solution Support Technical Assistance (IWSSTA) project. The purpose of the IWSSTA activity is to support the recent reform efforts by the Government of Egypt (GOE) to help promote sustainability of the Water and Wastewater Sector.

International consultants will provide technical expertise and direction during the design and implementation of tasks and activities targeted at improving the management capabilities and performance of the Egypt Holding Company for Water and Wastewater (HCWW) and its Subsidiaries. As part of the assignment, the Specialists may interact with senior Government of Egypt officials, water utility officials, donors, and other key water and wastewater sector stakeholders. Assignments are expected to take place in Egypt.

In particular, SEGURA is looking for Utility Management Specialists with specialized experience working directly with water utilities in one or more of the following technical areas:

• Commercialization and customer relations
• Financial management
• Capacity building and training of senior management
• Asset Management/O&M

MINIMUM REQUIREMENTS AND QUALIFICATIONS

• Proven experience and demonstrated leadership in enhancing the performance of water and sewerage utilities, and building the capacity of its personnel in one or more of the above areas.
• Demonstrated experience in the usage of modern computerized management systems and innovated technologies or methodologies for improving utility performance, including the ability to train/advise others on proper utilization.
• Prior international experience working in developing countries with large water utilities that provide service to millions of customers.
• Comfortable with presenting (both orally and written) complex issues and information to senior sector-specific representatives in English.
• Ability to draft, review, and ensure the accuracy of high-quality technical deliverables and documentation in English.
