Winrock is accepting applications for an Workforce Development Specialist for an anticipated USAID Higher Education in Malawi Activity for Winrock International’s Education and Empowerment group. The program focuses on improving access to higher education and transition rates for Malawian youth, especially vulnerable adolescent girls and young women, as well as promoting linkages to employment and livelihoods. Position is contingent upon receipt of donor funding.
ROLES AND RESPONSIBILITIES:
* Design and lead activities that will increase opportunities for vulnerable adolescent girls’ access to post-secondary training and market-driven workforce development activities leading to employment or self-employment.
* Design and lead the team to implement programmatic interventions on topics such as: market-driven workforce development policy, private sector partnerships, access to credit, reaching marginalized populations, targeting rural populations, entrepreneurship, etc.
* Develop and maintain strong linkages with relevant stakeholders to advise on higher education curricula, provide internships and training opportunities, mentoring, and other pathways to permanent employment.
* Promote strong, productive relationships between higher education institutions and labor market players; ensure that post-secondary training and certification programs are linked to growth areas of the labor market.
* Facilitate positive life skills and empowerment among beneficiaries.
* Advise on measures to ensure sustainable project interventions.
* Work with team members to promote innovative education delivery methods to increase training quality and access for girls and women in rural areas.
* Contribute to all program reports (quarterly, annually, others).
* Provide input to other program activities as needed.
QUALIFICATIONS AND BACKGROUND:
Education: Bachelor’s degree in education, economics, or relevant discipline. Master’s preferred.
* At least 7 years’ progressively responsible experience in designing, managing, and implementing programs to improve workforce readiness and entrepreneurship among youth (rural women and girls in particular).
* Experience working with government officials (at national, regional, and local levels), community members, families, and other education stakeholders to increase access to post-secondary training, employment, and entrepreneurship opportunities.
* Experience working to improve transition rates from secondary school to post-secondary education.
* Experience collaborating with higher education institutions.
* Experience working to improve the ability of post-secondary graduates to gain access to training, start-up capital, workforce readiness skills, soft skills, etc. resulting in promising employment and self-employment in growth areas.
* Knowledge of Malawi labor market.
* Demonstrated ability to design and implement activities that successfully address financial, educational quality, and socio-cultural barriers to girls’ training and employment.
* Familiarity with education and labor policy and GoM decentralization processes.
* Demonstrated success leading a team to carry out program goals.
* Ability to develop and implement activities in collaboration with private sector and other stakeholders.
* Demonstrated effective interpersonal skills, creative problem-solving, conflict, and ethical management skills.
* Familiarity with USAID regulations, policies, and procedures or those of an equally complex international government funding organization.
* Familiarity with use of technology solutions in education.
* Fluent English required; additional language skills (Chichewa) desirable.
* Excellent written and oral communication skills.
* Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
