The Government of Australia provides on-going support to the Government of Timor-Leste (GoTL) to achieve its development goals and national development outcomes. Australia’s aid program in Timor-Leste currently has three strategic objectives: improving livelihoods, enhancing human development and strengthening governance and institutions. A Performance Assessment Framework for the Australian Aid program in Timor-Leste is currently being developed. Under the strategic theme of economy, the aid program has three key outcomes: (1) more people are workforce ready; (2) more jobs and a stronger private sector; and (3) improved rural incomes.
Australia is currently funding the Workforce Development Program Timor-Leste, which aims to contribute towards these three economy theme outcomes, in particular the outcome of more people are workforce ready. This program will conclude in December 2018, however a new subsequent program addressing workforce development in Timor-Leste will be designed and planned for commencement in 2019. The Australian government in Timor-Leste has commissioned a Workforce Development Strategic Review, in order to review the current program, and provide recommendations to inform the design of the next phase of programming.
GHD is therefore seeking applications for three short term positions: a Technical Specialist in Workforce Development, an Evaluation Specialist, and a National Consultant. Either the Technical Specialist or Evaluation Specialist position will also assume the role of Review Team Leader. Applicants will require post graduate degree (or equivalent) in a relevant subject, extensive relevant professional experience and exceptional report writing skills. The Technical Specialist will require demonstrated experience in the workforce development sector, preferably in a context similar to Timor-Leste and an understanding of the economic and cultural dynamics that affect workforce development in a development context. The Evaluation Specialist must demonstrate a high level of analytical skills including the ability to gather and interpret information and both roles may also require Team Leader experience. The National Consultant will require demonstrated understanding of workforce development and vocational skills and training in Timor-Leste, and experience in conducting reviews or evaluations. The successful candidates must adhere to GHD’s Child Protection Policy, Integrity Management Policy, Code of Conduct and other key policies. These positions require short term inputs between January and April 2018.
