Job Description

SUMMARY OF ROLE

IntraHealth is seeking a Youth Lead for the upcoming Resilience in the Sahel Enhanced (RISE II) Health Services Delivery Activity for Burkina Faso and Niger - USAID/Senegal, Sahel Regional Office’s second phase of the RISE project. The Youth Lead will provide overall technical leadership in the areas of youth programming in FP, MNCH and nutrition interventions. Collaboratively s/he will introduce and/or scale up evidence-based interventions meeting the needs of youth, especially adolescent girls. The Youth Lead will build upon existing resources and lessons learned from previous programs in the region in order to tailor the program to address the most vulnerable and underserved groups. S/he will guide and oversee technical and training needs, review and adapt training materials, provide training, and document/disseminate and contribute to the evaluation and scaling up of promising practices in facility and community settings that lead to increased availability, quality and use of health services by youth in the targeted regions. This position will report to the Technical Director, Health Services Delivery and likely be based in Niamey, Niger.

Essential Functions:

  • Work closely with the Ministry of Health (MOH), the RISE II social and behavior change partners, as well as Food for Peace implementing partners, to address complex barriers related to youth development and healthy behaviors
  • Lead strategies to effectively engage with men, women and adolescent boys and girls, as well as local government, health care providers, civil society, and traditional and religious leaders, to foster community-wide commitment and actions to foster youth wellness and healthy behaviors
  • Build capacity of RISE II HSDA staff, partners, government, civil society, and NGO partners in meaningful youth engagement interventions related to the project’s health services
  • Build capacity in youth-focused analyses (e.g. government and partners) and conduct field-based analyses to ensure local specificities are taken into account in all interventions
  • Ensure that the results of assessments and evaluations are integrated into the joint workplan and collaborative learning and adapting (CLA) activities
  • Plan and implement capacity-building activities among health care providers and at community level in youth-friendly service provision and youth agency, in collaboration with partner organizations
  • Design, plan and implement quality of care improvement activities, in coordination with young people, following the principles of user-centered design
  • Maximize opportunities for synergy with other youth-focused programming in targeted regions, including those operating outside the health sector
  • Develop annual youth work plans and budgets in consultation with other program team members, and monitor the implementation of these work plans and budget
  • Identify youth-focused project indicators, and analyze data to document improving youth-friendliness across all project interventions
  • Promote best practices and lessons learned in implementing youth-friendly development activities in the project

Required:

  • Master’s degree in adolescent health and development or Masters in public health or social sciences;
  • Five or more years work experience conducting youth programming, including on youth human rights and social, economic, and political agency of young people
  • Demonstrated familiarity with standard adolescent health tools and methodologies, and knowledge of evidence-based interventions to promote youth-friendly programs
  • At least two years’ experience providing technical advice and capacity building in programs targeting young people
  • Experience interpreting qualitative and quantitative data to inform effective programming
  • Strong background in SBCC working with community and other civil society groups at the community level
  • Conceptual thinker with excellent organizational skills, time management skills and attention to detail
  • Experience as a trainer with a strong track record of implementing training and mentoring strategies and programs
  • Computer literacy with standard business software (including Word, Excel and Power Point)
  • Fluency in French (4S/4R minimum)
  • Must be capable of working both in a team and independently to implement the duties described above

Preferred:

  • Proficient in oral and written English communication skills (3S/3R)
  • Experience working with vulnerable and underserved groups in insecure environments that are prone to shocks
  • Experience in intervention design utilizing user-centered design approaches
  • Familiarity with USAID rules and regulations and/or experience working on USAID funded project
  • Experience working with a range of local government officials and government health facilities
  • Prior experience living and working in West Africa, including in insecure or unstable environments
