The Pragma Corporation, an international development firm headquartered in the Washington DC area with more than 40 years of development experience in 75 countries, is actively looking for a Short Term Zambian Research/Evaluation Consultant who will provide support to the Research Team Leader on a short-term assignment under the USAID Management Support and Technical Assistance Services (MSTAS) Project which provides technical leadership and knowledge management support to USAID Africa Bureau’s Office of Sustainable Development (AFR/SD). The purpose of the study – “Scaling Solar Program in Zambia” is (i) to clarify the criteria and process applied in reviewing bid documents and selection of winning bidders; (ii) to assess whether and how the design includes/excludes small/local developers and/or international developers; (iii) to establish how the program enabled record low bid prices on solar PV; (iv) to capture the experiences/lessons learned from the perspective of the winning bidders and other role players ; (v) to assess whether and how the quality and/or readiness of the bid documents affected the ranking of the bidders.
Work is expected to begin as soon as possible and will continue through September 30, 2018. The overall LOE for this position is up to 25 days.
- Zambian citizen preferably based in Livingstone.
- Advanced degree in Economics/Development Studies/Energy or a related field
- Demonstrated experience in conducting research, evaluation or assessment of energy programs; experience working for USAID is a plus.
- Quantitative and qualitative research skills.
- Fluent English speaker with high level of spoken and written English (ILR level 4).
- Demonstrated communication and interpersonal skills.
- Effective writing and organizational skills.
