As the U.N. General Assembly wraps up its debates, the aid community saw on Thursday how an EU push for a binding resolution on humanitarian access in Syria was sidetracked by the row over use of chemical weapons, so aid groups will continue to struggle to reach the victims of the world’s largest humanitarian crisis.
