Budget support turns out to be the implementing instrument of choice for the European Commission's programs in Tunisia.
The EC will provide 65 million euros (US$86 million) for education as budget aid, a delegation official told Devex. Of the 77 million euros (US$101.9 million) earmarked for economic competitiveness, 20 million euros (US$26.5 million) will be delivered using the same instrument. The implementing modality for the rest of the amount is yet to be determined, the official said.
Under budget support, the funds are transferred to Tunisia's national treasury and are used according to its own public financial management system.
The EC, however, will still implement a number of initiatives under the project approach. The official identified research and innovation, and trade facilitation as the intervention areas for project implementation. Framework contracts will be employed in procuring technical assistance services.
