Failed states need immediate help, says UK chief

British prime minister Gordon Brown called for the establishment of an international reconstruction force designed to assist failed states wracked by violence. The leader appealed for the creation of an annual United Nations bursary worth USD200 million for immediate relief operations in conflict-ridden states. “Failed states can harbor terrorism and be a source of disorder that can spread right across the international community,” Brown said. “We must do more to ensure rapid reconstruction on the ground once conflicts are over and combine traditional humanitarian aid and peacekeeping with stabilization, recovery and development,” he added.
