Iraq aid team leaders say reconstruction will take ?a very long time?

    Last week, U.S. President George W. Bush announced plans for the expansion of “Provincial Reconstruction Teams” or PRTs across Iraq. According to Baghdad PRT deputy chief Lieutenant-Colonel Robert Ruch, the joint civilian-military units aim to help the Iraqi government handle future rebuilding work. Baghdad PRT civilian leader Joseph Gregoire believes the effort will need more than the teams? 12-24-month service. “It will take a very long time to get to the point where the Iraqis will be able to meet the needs of the population independent of donor action,” Gregoire said. “The insecurity that is so characteristic of Baghdad as we speak poses very fundamental challenges, imposes constraints on what we can do,” he added.
