Israeli officials say they are cool to a Palestinian proposal for an undeclared settlement freeze in east Jerusalem. The Palestinians have refused to resume negotiations until Israel halts all settlement construction. Israel has announced a slowdown in building for 10 months that Palestinians have rejected as insufficient since it doesn't include the eastern part of Jerusalem they want as their future capital. U.S. Mideast envoy George Mitchell arrives on Jan. 20 to try and bridge the gaps. But an Israeli official says the Palestinian proposal for a quiet, six-month freeze in Jerusalem in exchange for a return to talks is a "non starter." (AP)
