Niger’s leader, Salou Djibo, urged the United Nations and other international organizations to observe the forthcoming series of polls to help restore constitutional rule in the African nation following a coup in February. A series of elections, including a referendum on a new constitution and presidential polls, will be held sometime between Oct. 31, 2010 and Apr. 6, 2011.
