Palestinians still received more than $1.2 billion in international aid in 2006, a marked increase from the previous year’s $1 billion, despite sanctions imposed on the militant Hamas government. Most of the aid came in the form of emergency humanitarian assistance from Europe, the United Nations, and the Arab world, but bypassed the government. Critics said the sanctions actually caused donors more money, and warned of the adverse long-term effects that this would have on the beleaguered Palestinian economy. The international community has yet to decide whether the sanctions will be lifted following the creation of the new Palestinian coalition between Hamas and the moderate Fatah movement.
