Opponents of Philippine President Gloria Arroyo’s administration have won a resounding victory in the contest for key Senate posts held three weeks ago. Ten of the 12 Senate seats being contested have been declared so far, and of those only two have been won by allies of Arroyo, meaning that the opposition has a majority in the Senate, giving it the ability to veto key legislation.
