European Union foreign ministers were expected to invite the European Commission to submit its opinion on Serbia’s application for membership to the bloc. The ministers’ conclusion, as seen by EUobserver, were “to say bluntly” that Serbia cannot move toward EU accession unless war crimes suspects Ratko Mladic and Goran Hadzic are arrested and a constructive approach in the upcoming dialogue with Kosovo is adopted.

Meanwhile, the International Monetary Fund has begun reviewing its euro2.9 billion (USD4 billion) program for Serbia, The Associated Press reports. The two-year loan was approved last year.
