    Amid soaring oil prices stemming from the Libyan uprising, Spain is adopting an energy-saving emergency initiative that aims to lower highway speed limits, reduce train ticket prices and use more biofuel to help cut back energy costs, according to Deputy Prime Minister Alfredo Perez Rubalcaba.
