Substantive talks between the government of the Congo (DRC) and rebels led by General Laurent Nkunda will begin before Christmas, according to UN envoy Olusegun Obasanjo. Representatives of the government and the National Congress for the Defense of the People spent two days agreeing on rules for the talks, Obasanjo told reporters in Nairobi. "We are making progress," he said, as cited by Bloomberg. "We are building a foundation that will take us to substantive talks." The talks may not involve face-to-face engagement between President Joseph Kabila and Nkunda, said Obasanjo, former president of Nigeria. "That doesn't mean they will not refer to their principals," he said.
