World Bank reclassification excludes Russia from receiving new Global Fund grants

With its reclassification by the World Bank as an upper middle-income country, Russia loses its eligibility to receive new grants for HIV fight from the Global Fund to Fight AIDS, Tuberculosis and Malaria unless it experiences “a large-scale epidemic.” This remark from fund spokesman Jon Liden implies that anti-AIDS efforts will rely mainly on funding from the Russian government. Yekaterina Militskaya of the nonprofit group AIDS Foundation East West voiced concern over the prospect, insisting “that every possible effort is required to fight AIDS at the moment.” Natalya Ladnaya, who works for the government-run Federal AIDS Center, believes that decision should not cause any alarm.
