Bangladesh Municipal Development Fund
Bangladesh Municipal Development Fund (BMDF) is a company formed in 1999 under the Ministry of Finance. The Department of Financial Institutions, Ministry of Finance is in charge of the administrative ministry of BMDF. According to the Companies Act of 1994, Bangladesh Municipal Development Fund (BMDF) was registered in the office of the Registrar of Joint Stock Companies and Firms in 2002.
The activities of the BMDF are conducted in accordance with the guidelines set out in the Memorandum and the Association. One of the objectives of the Memorandum is to: (1) provide financial assistance to city corporations and municipalities to acquire the capacity to provide institutional, financial and infrastructural services. Financing City Corporations and Municipalities (3) Providing financial and technical assistance in addition to financial and technical assistance in research and development of infrastructure investment projects as per their respective needs (4) Loans and financial policies to finance municipalities and city corporation officials Organize appropriate training on qualification policy or procurement policy.
How the day-to-day operations of the organization will be conducted is determined by the instructions given in the Code of Conduct. The main objective of BMDF is to improve the quality of life of the citizens through infrastructure and environmental development and in this process to help the municipalities become dependent.
The official functions of BMDF are conducted by 29 regular officers and employees. The Managing Director is the Chief Executive Officer of the organization and he performs his official duties in the light of the constant support and recommendations of the Chief Company Secretary of the Administration Branch, the Chief Program Manager of the Program Branch and the Chief Financial Manager of the Finance Branch.
Feasibility of BMDF project for new project, project review, document verification, BMDF appoints third party individual consultants or consulting firms for a specified period of time to ensure management and supervision related functions including monitoring of field level activities. Note that the number of consultants is determined by the size of the project. The activities of BMDF are conducted under the direction of the 11-member Board of Directors. The Secretary to the Local Government Department is ex-officio the Chairperson of the General Council and Board of Directors of BMDF. See more
