Eurasia Foundation (EF) is a privately managed non-profit organization supported by the United States Agency for International Development (USAID) and other public and private donors. Eurasia Foundation was created in 1992 to empower the people of the former Soviet Union to guide the social and economic development of their countries. Since 2004, Eurasia Foundation has evolved from a U.S.-based foundation with multiple field offices into the Eurasia Foundation Network – a constellation of affiliated, locally registered foundations in Russia, Central Asia, the South Caucasus, Ukraine and Moldova that work in partnership with the U.S. foundation. Since 1992, Eurasia Foundation has invested over $380 million through more than 8,400 grants and operating programs in Afghanistan, Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, the Kyrgyz Republic, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. Working with local partners and international experts and donors, Eurasia Foundation encourages cooperation across sectors and borders to address problems of mutual concern. As a network of six partner foundations rooted in local communities, yet linked to international donors and experts, the Eurasia Foundation Network channels resources and expertise to the region and connects its citizens to the wider world. Expertise Areas Advocacy EF’s advocacy programs elevate public awareness about basic rights and community needs and amplify the voices of marginalized citizens and civil society groups. EF offers a range of training programs, including practical step-by-step guidance on building successful campaigns, persuasive messaging techniques, and advanced strategy building for issue-specific advocacy campaigns. EF supports diverse local actors—from emerging community activists to more established organizations—and supports small-scale community projects on environmental protection issues as well as high-profile social media campaigns on Internet freedom. Capacity Building EF supports the development of sustainable local institutions that are equipped to respond to community needs and advocate on behalf of their citizens. In 2007, EF created the Capacity Mapping Assessment (CMA) tool to support the localization of its field offices into five independent institutions in Russia, Ukraine, Moldova, Central Asia, and the South Caucasus. CMA provides a proven framework for tracking institutional growth by measuring progress in six areas critical to organizational success: governance, fundraising, program management, communications, human resources, and financial management. CMA employs a diagnostic approach to evaluate the current capacity of a particular organization in each area, allowing EF to create tailored sustainability plans and technical assistance. CMA is an evolving, dynamic tool that EF applies to a broad spectrum of institutions, including legal service providers in Central Asia, non-governmental organizations in Belarus, and community-based organizations in China. Community Engagement EF equips citizens and organizations with skills and tools to effectively tackle pressing social challenges, from youth illiteracy to domestic violence. EF also empowers young people to grow into proactive, informed, and engaged citizens by encouraging self-awareness, critical reflection, and community action. From building basic leadership skills through service to sharing best practices on child protection techniques, EF supports its partners and beneficiaries in creating and testing innovative and practical solutions in their communities.  Economic Opportunity EF promotes the active participation of individuals in building their economic futures and contributing to the productivity of their communities. From entrepreneurship to small business development, EF applies innovative tools and strategies to develop viable business models that are responsive to local market demands and in line with international best practices. EF’s training model for women entrepreneurs, for example, is unique in that it provides a holistic approach, from the business idea phase to start-up. The model blends practical business skills and leadership training with networking and mentoring activities to provide women with a safety net as they take risks and deal with the challenges and pitfalls of starting a new business. Online Education EF’s online training pedagogy blends a social learning approach, experiential methods, and intensive mentoring and coaching to help our beneficiaries gain practical skills, build self-confidence, and grow their social and professional networks. To administer these programs, EF develops user-friendly websites and creates new tools and functionalities to provide an interactive experience for the end user. This approach enables EF to attract diverse audiences ranging from tech-savvy youth in major cities to aspiring social entrepreneurs in more remote areas. EF’s online programs offer a unique learning environment and result in tangible projects on the ground.
