Bilateral Relations

On February 17, 2008 Kosovo declared independence, after long talks between Kosovars and Serbs, which were unsuccessful. On February 20, the Federal Cabinet accepted the independence of the Republic of Kosovo under international law and established diplomatic relations. The German liaison office was transformed into an embassy.

As a member of the contact group, Germany was particularly committed to a permanent, peaceful and stable solution to the Kosovo status issue. Germany has contributed extensively since 1999 to building democratic institutions of state law and civil society structures in infrastructure reconstruction and economic development in Kosovo - primarily within the framework of the Stability Pact for South East Europe. The German Federal Army represents one of the largest contingents of KFOR's defense troops.

The prospect of EU membership is substantial for peace and stability in Kosovo and the region. The Stabilization and Association Agreement signed between Kosovo and the EU entered into force on 1 April 2016. Germany is heavily involved within the EU Rule of Law Mission - EULEX.

Especially for young people it is important to experience Europe "closely". That is why Germany annually offers scholarships through the German Academic Exchange Service ( DAAD ) for study stays, enables Kosovar journalists to participate in thematic trips in Germany and fosters economic and cultural co-operation.
