Management Organisation Unit of Development Programmes S.A. (MOU - Greece)
What they do
The Management Organisation Unit of Development Programmes is a non-profit institution reporting to the Minister of Development and Investments.
Following a joint decision of the Greek government and the European Commission, the MOU was founded in 1996.
Its mission is to support and strengthen the Greek Public Administration in the effective management and implementation of EU co-funded Operational Programmes, covering needs in specialized human resources, management systems, tools, procedures and know-how.
One of the main responsibilities of the MOU is the staffing of the Special Services for all Operational Programmes of the National Strategic Reference Framework (NSRF). The MOU hired expert staff with experience in the managing and monitoring of European Union programmes and public works. The demanding selection process was based on the recruitment system of the European Union.
The MOU Headquarters support the daily operation of Special Services, effectively addressing their operating needs (payroll and personnel administration, housing, provision of necessary infrastructure and office equipment), ensuring high operating standards and quality work conditions.
MOU further provides ΙΤ infrastructure, ensuring faster and efficient networking and e-mail/internet services, along with with second and third level IT expert support as well as interconnection with the NSRF Management Information System.
Furthermore, the MOU provides the following:
- On-going training after recruitment, applying synchronous and asynchronous learning (e-learning) system that the MOU has developed
- Know how transfer and elaboration of organisational and operational studies or other special tools
- Design, development and operation of information systems
In order to support implementing bodies (Beneficiaries) which lack the necessary technical infrastructure, know-how and expert staff, the MOU establishes Expert Teams which provide advisory, managerial and technical support.
The company’s modern infrastructure in conjunction with its tools, expertise and organisational systems, enable the MOU to respond quickly to numerous requests for support, particularly in the key area of Beneficiaries where most weaknesses are identified.
The establishment of the MOU was an experiment aiming to support and reinforce the Greek public administration and facilitate its closer cooperation with the private sector.
Today the MOU is an innovative unit within the Greek administration playing an important role in the effective management and implementation of European Union co-funded programmes.See more
