Ministry of Animal and Fish Resources (Cote d'Ivoire)
Since 1970, the Ministry of Animal Production and Fish Resources (MIPARH) exists in Ivory Coast.
In some contexts, it was merged into large ministerial units such as the Ministry of Rural Development (MDR) in 1983 and the Ministry of Agriculture and Animal Resources (MINAGRA) in 1990.
The ministry, at that time, was in charge of the former Société de Développement des Productions Animales (SODEPRA) whose actions are well known in the field.
The current name of MIPARH goes back to 2003, after the Linas Marcoussis talks following the outbreak of the military-political crisis of September 19, 2002.
The ministry reparts its attributions through the decree n ° 2007- 458 of the 20 April 2007, allocating members of the Government, in particular Article 14 which provides that the MIP ARH is responsible for the implementation and monitoring of the Government's policy on animal production and fisheries resources.
As such, and in liaison with the other ministerial departments, he has
Planning, promotion and development of animal production, aquaculture and fisheries;
Regulation and quality control of feeds;
Improvement, control of animal health and health surveillance;
Regulation and control of medicines, veterinary products and materials, in liaison with the Minister of Health and Public Hygiene;
Promotion and control of medicines, veterinary products and materials, in liaison with the Minister of Health and Public Hygiene;
Promotion and control of animal establishments;
Identification and monitoring of the implementation of pastoral development and exploitation of the related rural areas, in liaison with the Minister of Agriculture and the Minister of Environment and Waters and Forests;
Promotion of marketing infrastructures for animal and fish products, in liaison with the Minister of Commerce;
Management and management of fishing and aquaculture infrastructures;
Promotion of marine and fluvio-lagoon fishing;
Participation in the control and surveillance of the exclusive economic zone;
Promotion, regulation and control of processing of animal and fish products, in liaison with the Minister of Industry and the promotion of the private sector;
Initial and continuing professional training in the field of animal production and fishery resources in liaison with the Minister of Agriculture, the Minister of the Environment, Waters and Forests;
Promotion of professional breeding, aquaculture and fishing organizations;
Support for the modernization of farms and animal production and aquaculture structures;
Participation in the development and monitoring of programs for the development of animal production and fishery resources;
Development and monitoring of veterinary public health and quality regulations, in liaison with the Minister of Health and Public Health;
Control and monitoring of the food safety of animal and animal products at the level of production, processing and distribution, in liaison with the Minister of Health and Public Hygiene;
Promotion and control of zootechnical standards;
Negotiations and follow-up of international agreements and conventions in the fields of animal production and fishery resources, in liaison with the Minister of Foreign Affairs;
Veterinary health inspection and control at the borders of animals, animal products and animal origin as well as fishery products and feeds;
Participation in the fight against zoonoses in liaison with the Minister of Health and Public Health.See more
