Ministry of Employment, Public Service, Labor and Vocational Training (Gabon)

Missions The main mission of the Ministry of Labor and Employment is to design, propose and implement the Government's policy on work and employment, occupational safety and health, in collaboration with the other ministerial departments concerned and in consultation with the social partners. Around this main mission, articulate the 3 sectoral missions which are described below. In terms of work, this consists of:  - initiate and enforce legislative and regulatory texts: - define and implement the directions of an information and communication policy; - regulate access to the labor market; - prevent and settle individual and collective labor disputes; - monitoring the activities of professional institutions and organizations of workers and employers; - promote social dialogue; - monitor and evaluate, in conjunction with the other ministerial departments concerned, the social aspects of the restructuring, liquidation and privatization undertaken; - promote decent work and implement fundamental principles and rights at work; - ensure the supervision of organizations under its jurisdiction; - represent Gabon in international and community negotiations and follow up on the conclusions; - implement cooperation actions dealing with labor issues; - ensure the application by Gabon of international and community instruments; - initiate and implement the rules relating to negotiations with a view to improving relations between the social partners and preventing any differences in the workplace; - ensuring the proper functioning of the organizations contributing to the promotion of social dialogue. In terms of employment, these are: - initiate and enforce legislative and regulatory texts; - ensure that the employment policy is included in the national employment strategy and the fight against poverty and social exclusion and monitor it; - represent Gabon in international and community negotiations and follow up on the conclusions; - define and implement the directions of an information and communication policy; - initiate and implement a job management policy; - initiate and implement policies with regard to the creation of innovative and job-generating activities and support for initiatives in favor of the preservation and development of employment; - follow the changing sectors and companies; - help the sectors and branches of activity to better anticipate and manage the social effects of economic, demographic and technological changes; - implement all actions and measures aimed at bringing job offers and job requests closer together; - ensuring the placement and supervision of the organizations under its jurisdiction; - participate in the development and implementation of regional employment integration policy. In terms of Occupational Safety and Health, it is important to: - initiate and enforce legislative and regulatory texts; - initiate legislation and regulations, in collaboration with the other administrations concerned; - initiate and implement, in conjunction with the other ministerial departments concerned, specific promotion programs and safeguard safety and health at work; - define national guidelines for the fight against endemic diseases in the workplace; - define national guidelines on child labor; - promote and maintain the physical, mental and social well-being of workers in all occupations; - assess the situation of safety and health at work as well as the prospects for its evolution; - represent Gabon in international and community negotiations and follow up on the conclusions; - participate in negotiations and monitoring, in connection with the other competent ministries, of the application of conventions; - ensure the supervision of organizations in their field of activity.
