Ministry of Finance (Tunisia)
Decree No. 75-316 of May 30, 1975 sets out the responsibilities of the Ministry of Finance, whose main mission is to draw up and implement state financial, monetary and fiscal policy. In this context, it participates in the design of the objectives of the economic policy and the definition of the appropriate means of realization.
The Ministry of Finance also has for mission:
to draw up draft financial laws and to ensure, in accordance with the legislation and regulations in force in the execution of the State budget, subsidiary budgets, budgets of public administrative establishments, as well as special funds of the treasury. As such, it is consulted on all matters having a budgetary impact and in particular those relating to public remuneration;
prepare draft tax and customs texts and ensure the execution of legislation in this field;
prepare the draft texts relating to State and local government accounts and take all necessary measures for their application;
to supervise public accountants in the exercise of the powers conferred upon them by laws and regulations.
The Ministry of Finance exercises, jointly with the Ministry of the Interior, the financial supervision of the local authorities, it gives in particular its opinion on any municipal or regional affairs having a budgetary incidence. The Ministry of Finance manages the Treasury. To this end, it is responsible for:
monitor the resources and needs of the Treasury and determine their balance;
perform the missions and placement of the loans;
to administer the public debt in the short, medium and long term.
The Ministry of Finance gives its opinion on all the economic or social questions submitted to it and, in conjunction with the Ministry or Ministries concerned, grants State aid to enterprises, as provided for by the legislation and regulations in force.
To this end, it is responsible for the implementation of the provisions of the investment code with regard to tax and financial benefits.
The Ministry of Finance prepares and implements state credit policy. To this end, it participates in the supervision of banks and financial institutions within the framework of the regulations relating to the banking profession.
The Ministry of Finance controls the insurance companies and mutual societies, as well as the management of the car guarantee fund.
The Ministry of Finance is compulsorily consulted on all matters concerning the financial management of Offices, National Companies and Societies in which the State holds, directly or indirectly, a shareholding, as well as companies benefiting from financial or fiscal advantages.
As such, it exercises control over the financial management of the aforementioned companies and organizations.
It approves, jointly with the Ministry or Ministries concerned, the forecast and retrospective accounts of the public enterprises.
The Ministry of Finance, through the body of the General Inspectorate of Finance, controls the management of state budgets, public institutions, local authorities, as well as the management of offices, National Societies, Societies of Mixed Economy and in a general way. Organizations of all kinds, directly or indirectly using the financial support of the State or a public body.
The Ministry of Finance, with the collaboration of the Central Bank of Tunisia, is responsible for the preparation and implementation of the State's monetary and external finance policy.
For this purpose:
It draws up foreign exchange legislation and regulations on the advice of the Central Bank of Tunisia, and participates in the preparation and conclusion of payment agreements;
He follows up with the Central Bank of Tunisia, the evaluation of the balance of payments;
It gives opinions on capital movements abroad.
He participates in the development of financial arrangements and the negotiation of foreign loans, as well as their programming.See more
