Functions of the Ministry
Formulate the fiscal and financial policy of the short, medium and long term according to the economic and social policy of the Government.
Propose to the Executive Body the Budgetary Policy and the rules for its execution.
Direct, coordinate and consolidate the project of the General Budget of Income and Expenditures of the State.
Propose to the Superintendency of Tax Administration (SAT) rules to decentralize the collection of taxes.
Coordinate with SAT the programming of income derived from tax collection.
Transfer the resources allocated in the budget to the agencies and entities of the State.
Evaluate the budgetary execution of the State every four months, and propose to the Presidency of the Republic corrective measures that are necessary in the area of its competence.
Define the policy to select projects and social investment programs, which will be carried out with own funds, loans and external cooperation.
To establish norms and operative procedures related to the contracting and procurement system of the State in accordance with the Law.
