The MFP is a political union under Book 1 of the Mutual Code, intended to promote, defend and coordinate the mutual interests of the mutuals of the 3 public functions(state, territorial, hospital), Created on April 25, 1945, the National Federation of Mutuals of Officials and State Agents (FNMFAE, ex MFP) brought together 24 public sector mutuals and their 400,000 members.  In the same year, when "Social Security for All" was put in place , the civil servants retained a special system of social insurance, within the General Regime, managed by the mutuals of the public service, just like primary funds for private employees (Ordinances of 4 and 19 October 1945).
