The National Commission for State Regulation in the Fields of Energy and Public Utilities (hereinafter - the Regulator) is a permanent central executive body with a special status established by the Cabinet of Ministers of Ukraine.
The peculiarities of the special status of the Regulator are determined by its tasks and powers and are defined by this Law, other acts of legislation and consist, in particular, in the peculiarities of the organization and procedure of the Regulator's activity, in the special procedure of appointment of members of the Regulator and termination of their powers, in the special procedural principles and activities of the Regulator. in making decisions within the limits of the powers specified by the law, establishing conditions of remuneration of members and employees of the Regulator.
The regulator is a collegial body that carries out state regulation, monitoring and control over the activity of economic entities in the fields of energy and utilities.
The regulator is a legal entity under public law, has separate state-owned property, accounts in bodies performing treasury servicing of budget funds, a seal with the image of the State Emblem of Ukraine and its name.
The work of the Regulator is ensured by its central office and territorial bodies.
The territorial bodies of the Regulator shall be formed in the Autonomous Republic of Crimea, oblasts, cities of Kyiv and Sevastopol by its decision as structural subdivisions which have no legal personality.
Territorial authorities shall act on the basis of provisions approved by the Regulator. The powers of territorial bodies are determined by the Regulator in accordance with the law.
